Top Gear has an interesting challenge here, it’s the trio against The Stig in a race to see who actually manages to start th race. What we have here is The Stig driving from Caterham’s factory to the destination which is a race track, while Jeremy, James and Richard attempt to build their Caterham kit car from scratch at the destination before The Stig arrives. If you google around (google is your friend), the Stig has actually been played by several different people although I believe only one person has actually admitted to being it.

the old black stig was actually Damon Hill. and they 'kill' off the black stig in the episod where a Jag launched off a jet carrier.
the new white stig real identity is unknown.

I think they purposely made the police stop the stig in order to show that Clarkson and the gang can built the Caterham in just few hours.
