– The Minister has arrived. He has started his speech.
– TIV for Malaysia 627,753 in 2012, 652,120 in 2013, forecast is 670,000 units in 2014.
– For 2013, export is less than RM1 billion worth of passenger cars. Import cars RM9-10 billion.
– 550,000 people reliant on industry – 250,000 manufacturing, 300,000 aftermarket
– Motorisation level in Malaysia is 361 cars for every 1,000 people. Meanwhile, Indonesia is 21 per 1,000, Thailand is 157 (2013).
– Thai Eco Car and Indonesian LCGC policies taken as comparison.
– Auto industry contributed RM30 billion to national GDP in 2013.

Objectives of NAP 2014:

– promote competitive and sustainable domestic auto industry including national auto companies.
– make Malaysia regional hub in energy efficient vehicles (EEV).
– promote increase in value-added activities in a sustainable manner.
– promote increase in exports of vehicles and auto components.
– promote participation of Bumiputera companies in total value chain of domestic auto industry.
– safeguard consumers interest by offering safer better quality products.

Classification of EEV

– includes cars and motorcycles
– currently taking only fuel consumption into consideration, CO2 have to wait till Euro 4 fuel, which the government is currently studying – results of this study to be announced two months from now.

Customised incentives for both FDI and DDI

– Pioneer Status, Investment Tax Allowance, grants (R&D and training), infrastructure facilitation, better tax rates, expats and others.
– No conditions.

– More than RM2 billion worth of grants and soft loans will be allocated for the EEV segment until 2020. Funds allocated will be RM1.89 billion in soft loans and RM175 mil in grants.

Targets towards 2020

– additional 70,000 jobs in manufacturing and 80,000 in aftermarket, making for a total of 150,000 new jobs.
– Export this year is RM5 billion, target to double to RM10 billion by 2020
– TIV will be one million units by 2020, while total production volume is expected to be 1.25 million units, of which 250k will be export.

Exemption until Dec 31, 2015 for CKD hybrids, Dec 31, 2017 for CKD EV

Impact on car prices

– In 2013, popular cars as per table above, with lower price tags accounting for about 30% of market share.
– In 2014, more new models and variants will be introduced, prices of these are expected to be more competitive.
– Example, price of new Alza in January 2014 was lower by 2-7%.
– These new models/variants are forecasted to capture 55% of market share.

Car prices

– Car Price Reduction framework, gradual car price reduction of 20-30% by 2017
– done through liberalisation of auto industry.
– Excise now 65-105%, average paid by most companies is 50%.

Approved Permits

– At the moment, AP policy remains.
– NAP 2009 had earlier specified for termination of open AP by Dec 31, 2015 and franchise AP by Dec 31, 2020.
– The government has decided that an in-depth study will be undertaken to assess impact of this termination on Bumiputera participation in the auto industry.

CBU Hybrid and Electric Vehicles

– Stocks carried over from last year continue with import/excise exemption until stocks are sold. But full import/excise exemption for CBU hybrids and EVs has been discontinued.

      Yes MAI only protect cronies but never imposed mandatory 6 airbags, ABS traction control, 10 years car warranty, 10 years free car service to all new car purchase to justify the crazy 75% car excise duty!!!

        Where is Najib’s promise of 30% reduction in car prices over a period of 5 years? Najib promised before the election that if we voted for him and BN, he would ensure that he would match PKR’s offer to reduce car prices. Najib himself quoted saying that the BN government would reduce car prices by up to 30% gradually over 5 years and we should trust BN. Infact he said BN always keeps to their word. 7 months have passed and nothing has been done. He promised last year!

        Infact companies like Toyota and VW have increased their prices. Does not matter now whether a car is EEV or ELV. What matters now is where is Najib’s promise?

        Madani, please ask your boss Najib to honour his promise. This basic thing also MAI cannot do, how can the rakyat trust MAI and the BN Government?

        The reduction in your chart is Superficial. Got no meaning at all or any real savings to the rakyat. It is unfair, while we rakyat are told to eat Kangkung, the Minister’s wives are buying Birkin handbags costing RM100,000 each. And that also one person got berpuluh puluh Birkin handbags.

        And the AP robbery is still going on. 30 Million rakyat suffer just to benefit 20 or 30 crony AP holders, all related to the Ministers.

      And comparing Saga FLX with Saga SV is like comparing 2012 Toyota Altis 1.8G and 2014 Toyota Altis 1.8E.

      That means from RM121k to RM114k is a reduction of RM7k in price?

    Finally.

    The day has come. Today might be the day we may get Euro 5 diesel. And tax breaks not only for hybrids, but also for efficient combustion engine cars.

    Today, we might be able to get a chance to drive away that BMW with EfficientDynamics or Mercedes with BlueEfficiency at a more realistic price.

    Good luck, I hope they don’t screw up. If they do…. speechless.

  • I’ve read BH today on the car price..they said they will discuss with car manufacturer to reduce the car price by reducing the manufacturing cost.. as per my understanding, we might enjoy a lower car price with least spec then what we have today..janji ditepati??????????????

      New car prices will be more realistic if there is no longer a need for Government approval. Let distributors sell at whatever price they want. Competition will keep them honest. Just look at the four or five discounts they are giving at the end of the year to clear remaining stocks and you will understand the huge profits they make.

        Well for one i dont really think that car prices will really drop if the distributor can set the prices.

        Just look at the prices of motorcycles and big bikes here in malaysia. The prices of bikes here are set by the distributor. Prices of 1 liter sport bikes can reach up to rm100k which is crazy. only the kapcais are priced moderately and that is still compared high if compared to other countries.

    • I’am kinda disappointed with the announcement. Okay first up some of the so called good news, price reduction across the board by somewhat 30%, and this is supposed to be done by 2017, a 3 years span for the guv to prepare funding for the next election. Than we have the euro 4 fuel introduction, supposedly under study. This are two good news but knowing the guv, there is no 100% gurentee for these to succeed.

      If we are to say that car price will drop 30% by 2017, every new car must have around 8 or more percent lower than the outgoing car, so far UMW proved that cars are not going cheaper, naza thou giving good deals, are introducing cars that are significantly more expensive. The only drop in price i have taken note are by perodua and Honda but in Hondas case, price were seperated by RM1k over the predecessor (CRV and Accord base)

      Than we have one of the main goals if the NAP, to ‘safeguard the interest of the consumer by offering SAFER and better quality products’. I do like to see a more stringent safety requirement, ABS and EBD are already on the list, so we should continue adding TRC, ESC and 4 airbags or the former 2 first as a start. Thou I do like the looks of The ASEAN NCAP, It will mean nothing if the consumer are daft about it.

      Thou is a bummer that the hybrids tax exemption are discontinued, I believe it is for the better to bolster our national CKD plants and promote jobs. I mean if US and the EU buyers can be particular if their cars are made locally and that they are helping local economies by buying them, than I believe in addition to supporting proton we can also support local economy by buying CKD.

      All in all, the things turns out how my passismistic self expected, thou there are some promising news, those news remains more of a cloudy hope than a solid salvation.

      This is accurate based on the Malaysian Car Segment.

      N segment = All Nissan cars

    If they are really business oriented they should abolish this NAP and open market to compete fairly… eliminate cronism and protectionism to lure big car manufacturer to come invest here… by this way even more job will be created rather than all depend on stupid plotong…

      Exactly.

      Abolish the AP system because it doesn’t create value and doesn’t create a fair competitive environment.

      Tighten up safety and environmental regulations by introducing a rolling 5 year plan, so that car brands can plan ahead.

      GST on cars, fuel and increase road tax to curb consumption.

      Prices will come down when true and fair competition exists.

    Car prices reduction of 20%-30% by 2017.. for the first time ever I think that this is something in the right direction for Malaysia’s auto industry. But I wonder how are they going to enforce it? Any specific details? Lower excise tax? Liberalization of Auto Industry doesn’t say much…

    How bout the AP system?? I think by abolishing the AP system manufacturers can afford to import more and their margins’ gonna decrease to cope with competition.

    Lower prices doesn’t mean anything if manufacturers are still restrained by the AP…

      Comparing different spec of cars and CBU vs CKD and Sentra to Almera?? Great! This is not even apple to apple comparison.

      Base on their example, I can make another example:
      Accord 2.0 = 149,800
      Accord 2.0 = 139,900
      Reduction = 10,000 (6.6%)

      Who cares VTi or VTi-L? Still Accord 2.0 and there is a price reduction.

      The only way they know how to reduce the car price is by offering cars with less accessories. They are not gonna lower any tax for now looking at the current economy status. Malaysia will soon have a lot of junks like Saga SV and Persona SV with minimum specs.

      AP system not abolished so i guess this NAP 2014 is a failure. The policymakers are rather toothless to abolish the AP system which full of controvesy!

      UPDATE: AP system to remain a few more years…

      GAME OVER. It’s like making the container 20%-30% bigger but the bottleneck remains the same. Car manufacturers can’t lower their prices cuz they wouldn’t be able to import fast enough to meet demand.

      So in the end, lets keep buying “Plotongs” and “Ploduas” cuz the difference in prices are going to make it ridiculous to buy foreign cars, Hurrah! I hope the TIV in 2014 and 2015 are gonna plummet, let’s brace for the upcoming recession!

    That popular car price reduction in 2013 slide seems like cheating to me.

    This might not be a popular thought, but I thought reduction in price is suppose to be like, example, Toyota 86, same version, same model, CBU from Japan, drop by 15% to 200k~

    Not some new variant that is somewhat comparable but cheaper. Feels like I want my Jamaican coffee, but the government gives me indocafe, because it’s still coffee…

    The popular car price reduction in 2013 is a real joke… 1st Proton Sage SV.. The hell was that?? and they compare normal spec with kosong spec for reduction.. it should be a price reduction with the exact same spec like the Perodua Alza Advanced.. Honda Jazz price reduction is a real joke as well as all those great features and specs of the original Jazz is gone… They should exempt the tax for EEV car and then manufacturers can bump up the specs… Looking for more improvisation..

    regarding to EEV definition then mazda 3 2014 will be categorized as EEV…toyota altis also should be one of them too…so, if this nap revision is not started yet for this year, for sure the sales for this year will decline…and if it implies immediately, ppl will cancel their booking immediately…however, should wait n c the enforcement of this announcement first.

      Reduction in import duty for CBU from Australia and Japan since 2013 is commendable. Does it have any impact, since AP still required to import CBU cars? Without AP, zero import duty also does not make sense. Is this a sandiwara?

        Ford: has announced that it will cease local assembly and manufacturing operations in October 2016.
        Holden: has similarly announced that it will cease operations in 2017.
        Toyota: current (manufactured in AUS) models Toyota Aurion,Toyota Camry and Toyota Camry Hybrid.These vehicles now (in 2014) qualify for an import duty reduction of 10% as opposed to 15% in 2013?

    so whats the incentive for these EEV? i dont see clear explanation for EEV how to reduce the price…by lowering excise duty for EEV or what?and how much duty exemption? they only said 20-30% gradual reduction based on liberalization…but what mechanism and how?they expect the manufacturer to reduce cost and lower the price,but the gov still put the same duties?i dont c significant price reduction even in 2018 right b4 the election..maybe a few months before GE the current GOV push the manufacturers to give price promotion,they say ” Janji di tepati..”…OMG, i waste my time waiting for NAP announcement….

    Are you guys kidding? You actually think BN gonna reduce taxes on cars? That is one of their main sources of income. Would you voluntarily take a pay cut? All this is sandiwara only la and will never benefit the man on the streets. I expect maybe a 10% reduction in 2018 just before GE14. That is the most you will get.

    NAP has always been bullshit. It is time the people implement a system called RAP ( Rakyat Automotive Policy ). Everyone cooperates and restrain from buying new cars for 1 entire year 2014. Let those greedy fellers BN cronies, AP holders,UMW etc starve for 1 year.

    Please put your money where your mouth is. If you keep on complaining about high car taxes but yet continue to walk in the showroom to buy new cars tomorrow, the G won’t hear you at all. In fact they think you are happily paying them excise duties and they don’t even thank you for it.

    What do you do if a coffee shop charges you RM20 for a plate of chicken rice? DO you complain and yet go there everyday to support them and eat the overpriced chicken rice? Just walk away and let them bungkus. There are other alternatives. Just like choosing to buy 2nd hand cars if you really need to get a car.
