High vehicle maintenance at Johor state departments

The high cost of maintenance of vehicles under the Johor State Secretary’s Office (SUK) and Land and Mines Department (PTG) was brought to light in the second series of the 2014 auditor-general’s report, which was tabled in Parliament yesterday.

National news agency Bernama reported that audits carried out between August and November 2013 found a poor level of monitoring and compliance by the appointed workshops, which led to the expense.

A total of RM3.82 million was spent on vehicle maintenance from 2011 to 2013 – PTG paid RM1.04 million on 23 various types of vehicles, while SUK forked out RM2.78 million on 81 various vehicles. In the report, auditor-general Tan Sri Ambrin Buang said that in that period the cost of maintenance was between 59 and 141% for PTG and 39 and 95% for SUK.

Payment vouchers from SUK also showed repeated spending on window tints for four vehicles between 2011 and 2013 amounting to RM14,240. In addition, the office was found to have performed multiple tyre changes on six vehicles – with a frequency of between one and 12 months – at a cost of RM49,440.

Private workshop panels reportedly said that tyre changes must be made every 30,000-50,000 km. However, the auditor could not perform an analysis on the rate of tyre changes compared to the distances travelled because the vehicles’ odometer readings in the log books and invoices were not updated.

There were also cases of the same fuel indent cards being used to refuel multiple times in a short period of time – SUK was accused of doing so 35 times at intervals of between one to 94 minutes, spending RM8,937 in the process, while PTG had seven cases of between two to 36 minutes at the tune of RM1,161.

The AG’s report said that SUK and PTG must ensure that drivers and private workshop panels obeyed maintenance procedures, monitor vehicle maintenance expenditures and ensure each repair work was approved by the authorised officers. They were also recommended to scrutinise monthly fuel use closely before making payments.

This is, of course, not the first time state governments have been in hot water over vehicle maintenance costs – Terengganu famously made news in 2008 with the revelation that it spent RM1.15 million over four years on maintaining its fleet of Proton Perdana V6 Executives.

        This sounds like the same case like the previous fleet of Perdanas. Each Perdana cost about RM100,000 but in 3 years, each Perdana cost the government and our taxpayers money RM300,000 to maintain each Perdana.

        This came out in the papers many years ago. Then it was all covered up. Probably the guy who owned the workshops are either the Minister’s son, daughter, relative, kakak ipar, abang ipar or anak angkat.

        History always repeats. Nothing changes in Government departments. Not just cars, even the contract to supply toilet roll also to all the jamban in Putrajaya also I am sure hiked up. Probably charge Government RM10 per toilet roll.

        This is very normal in Malaysia. It has become our culture. Those who get the contracts, who are mainly Ministers and their relatives of the Government Departments heads kakak ipar or emak saudara will benefit millions of free money.

        Even if you supply pencils to government departments in Putrajaya, you can be a multimillionaire by ten fold. Yes, you can charge RM10 per pencil sold to the Government.

        What the AG report and PAC finds in a year is just 1% of what really goes on. This is drama to show AG and PAC are doing their work. 99% of the descrepancies and stealing PAC and AG Report don’t mention.

        Should ask the Sultan of Johor to monitor the Government Departments spending. Since he now is in charge of ultimate decisions in Property decisions in Johor, should also give HRH ultimate powers to scrutinize all government department spending in Johor.

        But like I said, all this already biasa in Malaysia. Putrajaya also, full of all this nonsense.

  • I pass by Kota Iskandar (Johor Govt offices) daily. I see these cars (Accords, X-Trails, etc) being used to go minum pagi, makan tengahari, minum petang and even being driven around at night. It is without a doubt in my mind these govt officers are abusing their powers in using the vehicles for their own personal interests.

    Plus the dark levels of tint on these cars are absurd. The report on the fuel cards being misused only reflects on their culture and mindset.

      Now we all know why Proton cars are made with lousy build quality. Simple because if it is so good like Toyota, how can the government officials justify the need to send the cars for maintenance and burn tax payers money? RM100 repair they report RM1000, RM900 going into each other pockets.

      That’s why Lambo, Pagani, McLaren have market in Malaysia.

      For a few to live rich, all Malaysians have to die poor.

    Attitude of civil staffs towards govt vehicles, everyone knows that generally they don’t care. If ‘rosak’ repair and claim from govt lah. Use three cars to ferry 1 VIP and 4 staffs. Treat breakfast/brunch/lunch as their official business using govt cars and the list goes on….. It’s 3rd world mentality which needs changing.

      “tyre changes must be made every 30,000-50,000 km.” This is correct actually…it is the normal range for normal tyres. There are high end tyres and brands like Michelins that can go beyond that, but these are generally more expensive. This is not the issue.

      The issue is that State Governments should STOP sending government cars to private workshops. Instead, they should send their fleet to Proton or official service centres, where the price of service and materials are consistent and already fixed in the system. This way there will be no opportunity to be charged RM50 for a RM30 filter.

      When you think about it, it’s downright ridiculous that the people responsible can get away with it. Fact is, they almost probably will.

      The way I see these offenses, they’re nothing less than criminal acts & should be charged that way. But is SPRM too busy to care for these kinds of wrongdoings?

    I think this topic should rightly be transfered to malaysiakini blog. They can handle much better . They have special SOP for such thing .
