The approved permit (AP) system for imported vehicles is not a popular one, as it brings little benefit to the majority of Malaysians, but it’s not something that’s easy to scrap, apparently. We’ve heard talk about doing away with APs before, but until today, the government is still studying proposals to abolish the system, according to a Bernama report.
“When we look deeper, we find that it is a little difficult, there is an impact on employment and government revenue,” International Trade and Industry Minister, Datuk Seri Mustapa Mohamed told reporters after witnessing an exchange of documents between Pertubuhan Usahawan Generasi Muda Berjaya Malaysia and Malaysian Biotechnology Corporation.
The MITI minister said that any alternative to the AP system should be able to make up for the loss of government revenue, adding that in the last three years, the government collected about RM1 billion from the issuance of APs. Mustapa went on to say that removing APs would affect the incomes of employees of 100 companies who are AP holders and, indirectly, the national economy.
He said MITI is still studying the proposal and it is still too early for the government to consider the options.
The 2009 NAP policy specified that open APs would be terminated by Dec 31, 2015, and franchised APs by Dec 31, 2020. At the announcement of NAP 2014 in January, it was stated that the government would be appointing a company to do an in-depth study on the impact of the termination of Open APs on Bumiputera participation in the automotive industry.
Recently, ex-PM and “father” of the AP system Tun Dr Mahathir Mohamad conceded that the controversial system introduced to help Malays rise in business has backfired, with some trading in the licences for a quick profit instead.
“We want to help the Malays, but they don’t want to help themselves. We must review how far we can give these APs. It’s fine if people actually get into business. Like Naza, they succeeded. They’re big now because they got APs. If Malays really made full use of this opportunity, they’d be like Naza,” Tun told Malay weekly Mingguan Malaysia.
“The problem is, there are some Malays who just want to sell the APs to other people and get lots of money. They get it for free and they can sell it for RM8,000,” Proton’s new chairman added.

As Putrajaya takes baby steps to liberalise the automobile industry, former prime minister Dr Mahathir Mohamad warns that abolishing the Approved Permit (AP) system will cause the national car makers and bumiputera car retailers to suffer.
Mahathir, the father of local car maker Proton Holdings Bhd, said foreign manufacturers would flood the car market without the AP system and sound the “death knell” of the national car industry.
In a posting on his blog today, Mahathir said Malays and other bumiputeras were unable to enter the automotive business without the AP system as they were new to the business.
“Business people do not like to do business with strangers. It is difficult to build trust with a business partner or an agent when you do not know their background.
“Worse still, when you know the stranger has no capital and no experience,” Mahathir wrote.
He explained that only a few Malays could afford to import used cars in the past and this had frustrated the implementation of the New Economic Policy objective of eliminating the identification of race with economic functions.
“It was to overcome this that the government allowed the importation of Japanese reconditioned cars. APs were issued for the aspiring Malay auto dealers.
“Now, second-hand Japanese cars are no longer imported. The AP system continued for new and second-hand special models. The demand is such that auto dealers are prepared to buy the APs at high prices,” Mahathir says in his blog.
Other industries too have APs
The AP system provides a special import duty waiver for automobiles. Qualified car dealers can obtain these documents from the International Trade and Industry Ministry.
As part of their benefits, members of parliament are allocated one AP, regardless of the number of terms they have served, and this cannot be sold.
Adding a racial slant to the AP system debate, Mahathir said there are similar systems for sugar, flour, rice and other items.
“Some people have benefited from this system over the past 80 years. They have become billionaires. There has been no demand to stop these APs. The recipients live a charmed life.
“If we must reconsider the AP system, it must include all the APs. The effect on our economy and trade balance must be accepted by us all,” adds Mahathir.
Since this is of National Interest, can putrajaya publish the names of all the AP holders in Malaysia. Does Mustapa and MITI got the guts to do this?
Lets be transparent about this. Let the public know the list of names, addresses and also how many APs each one in the list receive.
I am sure many in PT would like to do a rombongan to visit the AP showroom. As far as I know, AP holders always jump from one place to another. One day they are here, another day they are in another bungalow.

KUALA LUMPUR: They were said to have had the most number of Approved Permits to import cars. It is now confirmed that Tan Sri Nasimuddin SM Amin, Datuk Syed Azman Syed Ibrahim, Datuk Mohd Haniff Abdul Aziz and Datuk Azzuddin Ahmad are the AP kings.
According to the list of AP recipients released by the Government yesterday, the four – all involved in selling imported cars – were given more than 28,000 of the 67,158 APs allocated thus far this year.
Each AP can be sold for between RM20,000 and RM30,000.
The list, which is expected to be hotly debated at the 51st Umno General Assembly beginning Thursday, was released by the Prime Minister’s office amid the controversy surrounding the issuance of APs. (See list on Pages 30 and 31)
Of the number, Nasimuddin, managing director of the Naza Motor Group, held 12,524 APs mainly under Naza Kia Sdn Bhd.
For Nasimuddin, five of his six companies which received APs had other shareholders. His brother, Datuk SM Shalahuddin, was listed as a shareholder in five while in one company, Naza-Brabus Sdn Bhd, one Datin Zaleha Ismail is listed as the third shareholder.
Syed Azman, Mohd Haniff and Azzuddin received a total of 15,759 APs under several companies.
# The list also indicated the year from which the recipients had been getting APs, but did not state the total received over the years.
The announcement came as a surprise as it was the first time that the names of AP recipients had been made public. Government leaders had earlier said that the policy of not revealing the names would remain.
The AP issue made newspaper headlines when former prime minister Tun Dr Mahathir Mohamad said that the issuance of large numbers of these permits had led to unfair competition against national car Proton.
Many importers, said Dr Mahathir, were also under-declaring the prices of cars.
He had questioned how 20 companies were given the bulk of more than 50,000 APs when the Government’s objective was to assist as many bumiputra businessmen as possible by spreading out the issuance of such permits.
The statement from the Prime Minister’s office accompanying the list said there were two types of APs – open APs and franchise APs.
Under the open APs, the issuance of which was terminated in 1988, permit holders were allowed to import new and used cars from any source.
Franchise APs are issued to companies which have exclusive agency agreements with foreign car manufacturers.
The AP, issued by the Ministry of International Trade and Industry, was introduced in 1970 with the objective of providing opportunities for bumiputra entrepreneurs in the motor vehicle sector.
Nasimuddin, who obtained his first AP in 1988, imports Kia, Mercedes-Benz, Peugeot, Ferrari, Mazda, Maserati, Rolls-Royce, Bentley and Brabus cars.
Syed Azman and Mohd Haniff, both former ministry officers, emerged on the AP scene in 2002.
Under two companies, Atlantic Star Auto Sdn Bhd and Auto Pacific Star Sdn Bhd, the former ministry officers obtained a further 5,669 APs to import Ford and Chevrolet cars. They also received APs to import Audi cars under Territorial Star Sdn Bhd.
Other major recipients included:
# HYUMAL Motor Sdn Bhd – owned by Berjaya Group Bhd, Sime Darby Bhd and Tan Sri Vincent Tan – to import Hyundai cars (18,573 APs);
# CARTRADE Sdn Bhd, of which Datuk Ilyas Mohamed and Zahran Ahmad are the shareholders, to bring in BMW and MINI cars (11,237);
# AMAZING Tempo Sdn Bhd, of which Tunku Datuk Zainol Tengku Izham and Ramzia Arshad are shareholders, to import Wald cars from Japan (12,025); and
# ALADO Bumi Automobile Sdn Bhd – of which Datuk Ayob Saad, Tan Sri Cam Soh Thiam Hong and Soh Ah Gong – are shareholders to import Chery vehicles from China (12,496).
Because some cars need “perlindungan”, every Malaysians have to suffer.

It is solely because of Mahathir and his AP kawan kawan that for 30 years, 30 million people in Malaysia suffer. Everybody’s biggest payment per month is their cars as we are paying overpriced cars.
You see, in the 80s or even in the early 90s, you can get a brand new Nissan 130Y or a Toyota Corolla for RM20,000. Now, the same car is RM139,000.
In truth, the past 30 years, car prices have come down a lot globally and have NOT gone up due to inflation. It has come down due to economies of scale achieved by car companies. This is proven by the fact that you can get a brand new purely Japan made top spec Toyota Camry 2.5 with 9 airbags in the US for US$22,000. That is about RM60,000. The normal B segment car like the Almera is sold in the US for US$9,999. (RM30,000). Mind you, this is after Toyota and Nissan of the US has made their margin and profits and the US government has collected taxes and duties from Nissan and Toyota. The direct from factory prices is far cheaper. UMW will get the above 2.5 Camry for US$15,000 from their principal in Japan. As our Camry is CKD, the price is even lower than that.
So, in actual fact, most Malaysians can enjoy cheap and reasonable cars but because of AP and Mahathir, all the other car prices have been raised up tremendously to protect Proton and Mahathir’s AP cronies.
Malaysians have already suffered so much. For 30 years, 30 million people suffer so much. We struggle paying for our high car prices all because of one man’s dream of benefiting his friends and relatives through the AP system.
The AP system also cost us hundreds of billions in ringgit in investments from car companies who moved to Thailand and Indonesia. Car companies got fed up with Malaysia’s MITI for protecting Proton and telling other companies what to price their cars. They got sick and tired of the AP system and how genuine brands cannot get enough APs to import their cars in (like Mercedes, BMW and Honda).
They thought that if they set up their brands and plants in Malaysia, they knew they had to share the pool of APs with the cronies and they knew 90% of all APs go to the cronies. They all moved their operations to Thailand making it the AutoCity of the world.
Recently GM announced that they rolled out already 1 million cars from Thailand. Imagine if GM was in Malaysia and we taxed GM RM10,000 per car. Calculate that with 1 million cars. Just from GM alone, we lost Billions in USD
Because of Mahathir and his AP system, we lost hundreds of billion of ringgit in investment and trillions of ringgit from jobs lost. If Malaysia was the autocity of Asia, hundreds of thousands of jobs would have been created for Malaysians. We lost all that. Trillions of Ringgit and hundreds of thousands of jobs. Now, Thailand is benefitting from this trillions lost.
So, in summary, the 30 PEKEMA members have solely caused Malaysia to lose trillions in investments. What have they done? Nothing. Mustapa says about jobs lost by the AP cronies. I can confirm one thing, go into every AP crony car showroom, you hardly see 10 people working inside.

What cause the Government no money? Because they didn’t spend wisely and also corruptions during the purchases and projects. For example, if one of the government department can approved the stationery purchase of a normal plastics ball pen which costs RM12.00, how much money it has to tax back from Rakyat in order to maintain its overpriced expenses and operation?
No doubt government needs money, but it must manage its own financial wisely. Rakyat money is hard earned money. Tax has increased but the public welfare and needs are not equivalent worthy and equally eligible to all. For example, BRM1 is encouraging the poor to remain poor because they will be entitled the incentive in the coming campaign. What is the point? Government should ensure everyone has stable earning to sustain their living happily and healthy.
Malaysia is a resource rich country and the Government is able to generate revenue from other sources (from business instead of Rakyat). AP and its removal is a lie. The AP is solely benefit to the group of AP holders and its approver(s) which ends in personal pocket. Difficult? What’s so difficult?
The thing with AP is that it is limiting healthy competition in our industry. And more importantly, it’s driving up prices too, say what you want about so called “price reduction” but in actual fact, it’s more of the introduction of really sparse basic models that reduce the perceived price of a model, but those basic models are really empty, like the cheapest Honda City and Nissan Almera which has no ESP, and in the latter, a single airbag.
It also hurts the premium market too, especially those who do bring in decent cars with long features and good value, they get bottlenecked as they run out of the APs to import those units in, leading to insanely long waiting periods. An example would be the fantastic 1 year waiting period on the A class and CLA class! When I heard of the waiting list, I myself decided to look elsewhere as waiting for a car for 1 year seems ridiculous.
Basically, no one benefits, not the manufacturers, nor the consumers, but rather the G and the AP Kings like Naza. Of course, Naza has become a very successful conglomerate in the last 10 years since they started with Kia, and have turned around both Kia and Peugeot, failed brands under the old distributor. Especially considering a fair number of Kia models like the Optima K5, Sportage, Sorento are CBU, and they are priced surprisingly cheap, other competitors can’t match on price cause of the lack of APs for them too.
It’s a vicious cycle and needs to stop.

Sigh…this bit of news makes me really frustrated inside. It is like they’re preparing a story that they can use to delay the abolishing of the AP system again so that when Dec 31, 2015 comes around, they can say “we told you that it is hard. give us more time.”

Mustapa also has not addressed the fact that 99% of PEKEMA members clock down the odometers of the cars they bring down when in actual fact, the cars have clocked over 100,000KM. They often tell you the cars have only clocked 5000KM on it. The buyer loses out because some of the cars have clocked over 300,000KM on it being ex-rental cars. Why isn’t Mustapa doing something about it? Nearly 99% of all PEKEMA members clock down their cars thus misrepresenting to the public that the imported cars are showroom condition and virtually brand new. It is worse when they send it to the car spa and change new tyres. The car looks brand new. But deep inside the engine, nearly every part needs to be replaced.
So why is Mustapa allowing this to happen? Already 20 years this is happening. MITI knows about this. Mustapa also knows about this. But Mustapa is scared to rock the boat. Because all AP holders are all Mahathirs buddies and if you rock Mahathir’s boat, he has got files on each Minister and their dirt. He will release the dirt and skeletons of the person who rocked his rice bowl or his buddy’s rice bowl.
So, this vague behaviour of MITI will go on forever and the AP system will go on forever.
We cannot go on foreever where 30 million Malaysians are subsidising 30 PEKEMA members who are getting richer and richer with billions and billions.
Government would not loose revenue due to abolishing AP. They can still impose import duty on cars. Who is making money from AP? AP is just a piece of paper issued by the government to allow certain quarter to import vehicle. The value of the vehicle is being declared at lower price and government tax the vehicle based on the declared value. AP were sold in the market ranging from RM20k – 50k in the market to those who wants to import cars by those who receive AP from the government.
Dr M is wrong. AP is not RM8000. AP is about RM50,000 each. The AP system was born to help the Bumiputera penetrate the car sales industry but we see, AP PEKEMA members are not ONLY selling their APs buta buta BUT also modifying the odometer and shortchanging Malaysians.
Every single PEKEMA member brings in cars from UK and Japan, 99% of which are ex car rental cars, they have been trashed and trashed with high mileage. Then our PEKEMA thieves bring it down to Malaysia, quickly clock it down to 5000KM and lie to you and tell you it is a showroom car with very low mileage. This act is worse than selling APs!
Most of these cars brought in by PEKEMA members have clocked over 200,000 KM but when you buy it, it shows 5000KM or less.
You are the loser because when you buy a car that has truly clocked over 100,000KM, you will spend a bomb changing worn out parts. As for luxury cars like Porsche, Mercedes and BMW, you can be spending over RM100,000 just in changing worn out parts alone. Maybe even few hundred thousand ringgit when Ferrari or McLaren is concerned.
There is no way to tell that the car brought in is high mileage. Because the PEKEMA AP thieves send the car to car spas who do a great job washing and touching up the car to look ultra brand new. The also change brand new tyres.
9 out of 10 end user buyers of AP PEKEMA cars get a rude shock when they take their cars in to authorised delaerships to get their cars checked. Once they plug in their proprietory diagnostic machines, the cars show even 300,000 KM clocked on it. The buyer gets a rude shock because when he bought his Alphard or Porsche, the car shows it has clocked less than 10,000KM.
Ask most AP PEKEMA car buyers who have actually sent their cars in to authorised dealerships like Porsche Glenmarie or Mercedes Malaysia. All of them will verify one thing to you, they got a rude shock to see the mileage of their cars in the few hundred thousand region. And they felt so so so so cheated.
They get a further rude shock to find out their car was an ex rental car that has been trashed and trashed and trashed and when the local Malaysian buyer buys it, he thinks its showroom condition with less than 10,000KM done on it.
There is no avenue to check the true mileage before purchase because due to the UK’s Data Protection Act, even with the Car’s VIN (Vehicle Identification Number), the Malaysian buyer cannot verify the actual mileage before purchase. Only way is to buy the car from the PEKEMA member in Malaysia, then take the car in to the official dealership in Malaysia to check. By then, it is too late. You already bought the car.
Don’t underestimate this. A car that has done few hundred thousand KM has so much of parts to be replaced. You think buying that Alphard for RM200,000 is cheap. Wait till you spend another RM100,000 on parts replacement alone in 1 or 2 years time.
Those wanting to buy recon, try asking the seller where the warranty and service booklet is. The seller will lie through their teeth telling you it has no booklet eventhough the car is 2 years old and it has a 5 year warranty in Japan or UK. Surely if it is owned by an individual in the UK he would have kept his service booklet when he sold the car since it is under warranty. But not a single one of our AP PEKEMA thieves can give the service history and booklet to show the history of the car.
The AP PEKEMA thieves really make a huge profit. You see, in the UK, the price of a car is determined by the mileage and not by the year of make. Unlike Malaysia, the year of the make determines the price. So, for example, a 2010 Mercedes E250 with 20,000KM on it will cost far more expensive than a 2013 E250 with 200,000KM on it in the UK
Our PEKEMA thieves buy the high mileage cars for dirt cheap because in the UK the high mileage cars are sold super cheap. Eventhough the year of make is 2013 or 2014. Somemore, ex rental cars ares old even cheaper. Companies like Avis and Hertz dispose of their Porsches, Mercedes and BMWs for super low prices as they have clocked few hundred thousand KM on it.
Then the AP PEKEMA theieves bring the high mileage cars here in Malaysia, modify the odometer to say, below 10,000KM and sell it. You the buyer are so happy thinking you got a 2013 car with 10,000KM it. But in truth, you just bought a lemon that has 200,000KM on it.
Would you be happy buying a car that shows on the odometer 6000KM when in actual fact it has clocked over 100,000KM on it?
Mustapa is more concerned about the crony AP companies and employees but NOT BOTHERED about the 30 million Malaysians who suffer with high car prices.
When I was shopping for a recon car, I made sure thr car was inspected by a trusted mechanic with a diagnostic machine before I signed on. No surprise out of 20 shops I went to, 18 didnt want to do that, a sign that something dodgy was going on.
If all buyers do that, then the sellers would have no choice but to stop doing that. No inspection no purchase.

Economy of scale does not simply mean merely increasing the output in order to drive the cost down; you have to study your market price before increasing the output capacity, or else you’ll end up losing money instead of making money, as you need to sell a lot more before you can at least balik modal. In other words, it can be suicidal as well.
In Proton’s case, Proton is actually producing less than 50% of its maximum capacity. Therefore, Proton cannot simply increase production without making sure that all products are sold without any leftovers. In order to do so, Proton has to beef up the export, as our local market is almost saturated. Other carmakers have far less production capacity than Proton, so that can be a good explanation on why a typical Honda or Toyota cost more than a Proton.

Actually Proton is one of the better companies out there, and they are forcing other companies to improve. The Preve and Suprima all come with ESP. The Savvy replacement model comes with ESP, though maybe not in all specs, we’ll see. Thus the GSC based Saga replacement should also have ESP. It’s only the older models which aren’t so good. Compare that to Toyota, which introduces the “NEW” Vios without ESP, regardless of the specs.

3. Reduce the road tax to RM100 per year regardless of CC

5. G should cover the above so called “losses” by abolish the oil subsidy, go according to market price
if the G runs the AP system properly and as intended, it is a very good tool for revenue to all parties.
