The road to legalising app-based, ride-sharing services like Uber and Grab here appears to be well on track. It has been revealed that the Land Public Transport Commission (SPAD) has submitted its proposal to legalise such services in Malaysia under the Taxi Industry Transformation Programme, which it says will “uplift the level of service quality and encourage healthy competition within the taxi industry.”
In a statement released by the commission, the proposed solutions were presented to the Economic Council a month ago, and have received positive feedback thus far. Further details will be released by the commission once it receives the Cabinet’s approval, slated for July.
These proposals come following a taxi lab conducted in December 2015, and include the legalisation of e-hailing services such as Uber and Grab, plus cultivating a level playing field for existing taxi drivers that they have a fair chance of remaining competitive.
This includes the issuance of new individual taxi licenses to drivers with good track records, a move the commission says will “encourage entrepreneurial spirit at the individual level.” It adds that the move will provide eligible taxi drivers who are burdened under the current leasing (pajak) model with a viable exit option.
The commission also proposed that taxi drivers be allowed more vehicle model options. “The commission believes that liberalising the taxi model is part and parcel of a competitive industry landscape that we want to drive for this industry,” said SPAD CEO Mohd Azharuddin Mat Sah.
“Clearly these reforms and the change will have a big impact on our taxi industry. Once Cabinet approval is in, we will work through the details to ensure that the solutions are properly implemented considering the complexities of the transition,” he added.

Legalicing UBER & GC is a fair step towards future of public transport but what are the step taken by the government in order to take in the welfare of the drivers? Nothing.. So in the long run TAXI drivers are going to win because most UBER & GC drivers are partimers that comes up driving when their free… Not all the time like TAXI drivers… So dear TAXI drivers ..sabor & improve ur attitude please…
