September 2017 week three fuel prices – up again

It’s Wednesday again, so it’s time for the latest fuel price announcement. It appears the upward trend from last week (and the one before it) isn’t set to end, with prices going up across the board, according to the Domestic Trade, Cooperatives and Consumerism Ministry (KPDNKK).

From tomorrow, September 14, RON 95 petrol will be priced at RM2.21 per litre (up one sen from RM2.20), while RON 97 petrol is priced at RM2.52 per litre (up four sen from RM2.48).

As for Euro 2M diesel, it now retails at the pump for RM2.14 per litre (up nine sen from RM2.05) this week, while Euro 5 diesel will go for RM2.24 per litre (up nine sen from RM2.15). These prices take effect from 12.01am until September 20, when the next round of fuel prices will be announced.

This is the 25th weekly fuel pricing update since the system’s implementation on March 30. Compared to March 2017 prices, which was before weekly pricing took effect, RON 95 is down by 9 sen (from RM2.30 per litre), RON 97 by 8 sen (RM2.60 per litre) and Euro 2M diesel is down by 6 sen (from RM2.20 per litre).

        Last week Ringgit strengthened against the US dollar. It went to 4.19 to the US dollar.

        So how? Crude Oil go down. Ringgit get stronger. But our Ron keeps going higher and higher.

      We are overpaying gomen by about 90 sen per litre.
      According to Global prices, ron 95 should be around RM1.40 to RM1.50

      Calculate that with 10 million motorist. Gomen makes billions extra.

      But yet universities and schools got no funding and hospitals have cut back medicine. Some even say tak ada ubat!

          Harga runcit produk petroleum di Malaysia telah ditentukan melalui kaedah Mekanisma Harga Automatik atau Automatic Pricing Mechanism (APM) sejak tahun 1983. Setelah kejatuhan mendadak harga minyak global pada pertengahan 2014 dari sekitar $110 setiap tong kepada $40 setong, kerajaan membuat keputusan untuk menarik balik subsidi ke atas jualan petrol dan diesel. Penetapan harga secara pengapungan bulanan pula telah dimulakan sejak Disember 2014 sehingga Mac 2017.

          Ia kemudiannya diubah kepada penetapan harga secara pengapungan mingguan oleh KPDNKK setelah berbincang dengan pihak-pihak yang berkepentingan. Hasil perbincangan tersebut telah dibentangkan dan dipersetujui oleh jemaah Menteri pada pada 22 Februari 2017.

          Mekanisma Harga Automatik (APM) pula mempunyai beberapa komponen :

          1. Kos produk (MOPS)
          Malaysia menggunakan harga purata harian “Mean of Platts Singapore (MOPS)” di pasaran Platts sebagai asas untuk menentukan kos poduk bagi RON97, RON95 dan Diesel. Platts merupakan pasaran harian produk petroleum yang diterbitkan oleh McGraw Hill Companies Limited di Singapura. Kebanyakan negara di rantau ini juga menggunakan MOPS sebagai rujukan kos produk petroleum mereka. (Harga ini juga bergantung kepada kadar tukaran mata wang asing, sekiranya nilai Ringgit kita lemah harga mungkin mengalami kenaikan).

          2. Alpha
          Perbezaan harga yang dipaparkan di pasaran Platts dengan harga belian sebenar oleh syarikat minyak. Kerajaan telah menetapkan Alpha pada kadar 5 sen seliter untuk petrol dan 4 sen seliter bagi diesel.

          3. Kos operasi
          Terdiri daripada kos pengangkutan dan kos pemasaran. Pada masa ini, Kerajaan menetapkan kos operasi pada kadar 9.54 sen seliter.

          4. Margin syarikat minyak
          Ditetapkan pada 5 sen seliter bagi petrol dan 2.25 sen bagi diesel.

          5. Margin pengusaha stesen
          Ditetapkan pada 12.19 sen seliter bagi petrol dan 7 sen seliter bagi diesel.

          6. Cukai jualan
          Diwartakan dibawah Akta Cukai Jualan 1972 dengan kadar 58.62 sen seliter bagi petrol dan Cukai jualan bagi diesel telah dinaikkan daripada 19.64 sen seliter kepada 40 sen seliter berkuatkuasa mulai 1 Februari 2009.

          7. Subsidi
          Subsidi diberikan apabila harga sebenar lebih tinggi daripada harga runcit yang ditetapkan setelah mengambilkira pengecualian cukai jualan.

          Formula pengiraan harga runcit produk petroleum di Malaysia

          Jumlah kos tetap = Alpha (5 sen) + Kos Operasi (9.54 sen) + Margin Keuntungan Syarikat Minyak (5 sen) + Margin Keuntungan Pengusaha Stesen Minyak (12.19 sen) = 31.73 sen setiap liter = 32 sen (selepas dibundarkan).

          Contoh pengiraan :

          Harga MOPS95 setakat 5 Julai 2017 = $59.835 setong (RM 257.19)
          * Rujuk pautan ini Singapore Mogas 95 Unleaded (Platts) Futures Quotes
          (Harga MOPS95 ditukar daripada USD/tong kepada RM/liter. Setong minyak = 158.99 liter).

          MOPS95 setiap liter = 59.835/158.99 = $0.376 dibundarkan kepada $0.38 (RM 1.62)
          (Tukar harga MOPS95 seliter dalam USD kepada Ringgit Malaysia – guna Currency converter.net)

          Kemudian tambahkan kos tetap 32 sen yang telah ditetapkan kerajaan untuk mendapatkan harga runcit RON95:

          RON95 seliter = RM1.62 + RM0.32 = RM1.94. (Harga runcit RON95 terkini RM1.93)

          Kami harap informasi ini dapat merungkai kekeliruan anda dan membantu anda membuat anggaran harga minyak pada masa akan datang. Bermula minggu depan KPDNKK akan mengumumkan mekanisma baharu harga minyak yang dikatakan memberi situasi menang-menang kepada pengusaha stesen minyak yang mengeluh akibat penurunan harga minyak semasa. Adakah selepas ini harga minyak bakal naik lagi? Kita pakat-pakat tunggu je lah ye.

            Cukai Jualan 10% dah dimansohkan pada April 2015 dan GST 6% dikenakan atas ron97 shj. Tiada cukai gst utk ron 95 dan diesel

            Kira ikut formula, harga RON 95 hari ini = RM2.01.
            KPDNKK pulak jual RM2.21/ltr, 20sen lebih… Betoi ler diorang ikut instruction PDAM.

    OMG OMG OMG. Every week now it is going higher and higher and higher or unchanged. Never down. And global prices going down??

    And the best part is, we are an oil producing country.
    All oil producing countries sell their oil very cheap to the rakyat. Look at Saudi, they sell their Ron at RM1.10 per liter. Brunei also sell 50 cents per litre

    Nearly all oil producing countries sell their oil super cheap to their rakyat, except Malaysia.

    Pity Malaysians. Ringgit also got no value.

      Also, phones aren’t consumables. Petrol is.
      Monthly postpaid for most people has for the past 5 years been approx rm30-rm50. Never changed.
      Compare petrol prices past 5 years and now?
