Following the green light given for the implementation of Gojek in the country, the transport ministry says it is preparing a regulatory framework to govern motorcycle ride-hailing service providers. This will also cover the use of two-wheelers to deliver goods and other services, according to transport minister Anthony Loke.
He said this was necessary, as there was no law governing those who provided such services. The transport ministry will include those providing such services together within the motorcycle ride-hailing service framework to ensure they adhere to all safety rules, The Star reports.
“The food and package delivery services have been running the past 20 years, but we have never had laws or regulations to govern them. This is now necessary as we have received many complaints about how their jobs can be dangerous as they have to get to their destinations within a given time, ” he said.
Loke said the move was needed due to the high number of road fatalities involving motorcyclists. “Last year, 66% of the 6,284 road fatalities in Malaysia involved motorcyclists. Also, findings by the Social Security Organisation (Socso) have revealed that 35,195 commuting accidents (trip from place of work to home and vice versa) were reported in 2018, and this is worrying,” he stated.
Last week, Loke said that the ministry had one month to present a paper to the Cabinet on the mechanics of introducing a motorcycle-based ride-hailing service in the country, following the Cabinet’s in-principle approval on August 21. Besides the legal aspects, the framework will also include aspects such as road safety, insurance coverage, enforcement and cultural sensitivities.

In other words, government is treating live human passengers no different that hot food. I wonder do they know what is the consequences of damaged/destroyed bodies compared to damaged food? No safety critical thinking in this decision.

High number of road fatalities involving motorcyclists are also caused by the motorcyclists who thinks they are above the law and can do whatever they want, where when they get into an accident they’re automatically right…even when they caused the accident by being reckless.

Grab cars services business model are self regulated, ie the passenger can complain to Grab network if the driver is reckless, rude etc and vice versa if the driver can lodge report regarding their passengers. How does the public in general complain about the way the Grab motorcycle food delivery services beat traffic lights, meandering through traffic etc ?
if u do even 1 million regulations without proper enforcement –>no point..it’s very simple, make sure all police staff is 100% utilize and do their work, the situation right now even u go the police station,there are many staff busy with their smartphone,fb,wechat and son on.. its very simple, if any delivery rider break the rules, citizen snap photo,send to police and take actions. that said…same goes to other offenders…then nobody dare to commit offense..the prob rite now, photo sent, but no action taken….

Law is just a side dish. The main dish is finding reason to get people to pay, be it license fee, course fee, seminar fee. They just want money. Then buat pulak kereta terbang
I am not looking forward to the implementation of this new business venture, as I foresee various road laws being flaunted.
I would advise the ministry that all those working as motorbike couriers/ passenger service operators have their bikes CLEARLY marked with the company’s name, in order for members of the public to have an opportunity to report any misdemeanours they see by that bike rider.
If this was a country where road rules were obeyed then I would have less of an issue with the safety aspect……but Malaysia, nope, we are nowhere near being close to having responsible drivers/ riders.
I would also advise the ministry to separately report ALL accidents, injuries and fatalities that occur involving this new business initiative. I believe it is imperative that the general public know those figures, so that they can make an informed decision on whether to use this service as a passenger.
