Last Friday, the transport ministry announced that Puspakom will no longer be the only agency providing vehicle inspection services from next year, when the company’s current concession comes to an end on August 31, 2024. While its concession will be renewed, Puspakom is set to face competition from other players.
Transport minister Anthony Loke said that any party that is qualified to handle mandatory inspections of commercial and private vehicles in the country and meets the conditions can be appointed to do so. However, they will be required to meet all the same conditions and regulations that have been imposed on Puspakom.
These include providing services in full compliance with the scope, standards and procedures of motor inspection as well as only appointing employees who meet the prescribed qualification requirements and using computerised inspection equipment that is regulated and approved by the road transport department (JPJ).
Additionally, the vehicle inspection providers can only charge the inspection fee rate that has been set, and they are not allowed at all to offer vehicle repair or modification services as well as the sale of spare parts. The last point means that this rules out “any workshop can inspect” kind of future, and that the providers will likely need to adopt a setup similar to Puspakom.

Puspakom itself will have to make improvements, with the government asking the company to amend its procedures and modernise key elements of the business. This includes improving the booking process and expanding the use of automation and computer equipment as well as installing equipment/sensors/cameras to enable inspections to be monitored online in real-time by users, the transport ministry and JPJ.
It also has to build new inspection centres, including flagship facilities, in agreed locations based on service requirements in locations that require them, and also increase the level of staff competence by providing a human resource development training system that is more effective and relevant to current needs, among other things.
The ministry said it will ensure that the opening of periodic inspections to other parties does not contribute to unhealthy competition elements, adding that JPJ will continuously audit and monitor all parties that provide the service to ensure compliance, quality and integrity of inspections. It said any party found in violation of any condition set will be penalised or have its permission to carry out inspection revoked.
They just added a few more people wanting to overthrow before Aug 2024.

Kenapa tak boleh bagi saja kepada workshop yang mempunyai keupayaan dan kelengkapan yang diperlukan. Buka nak buat roket pun, nak periksa dan sahkan sahaja. Kalau nak setup workshop baharu akan perlukan perbelanjaan besar yang akhirnya dipindahkan kepada pengguna.
Conflict of interest. Kalau workshop buat, boleh sengaja fail-kan inspection dan offer owner untuk baiki on the spot dan kaut untung.

Workshop yg diperakui mesti la menjalankan tangunggjawab mereka. Apa2 salah inspect, under table, boleh trace semula dari mana kerata itu diperiksa. Sama saja kalau puspakom nak undertable pon boleh je. ape beza dia?
Puspakom is an organization and the culprit is the individual. Organization itself has nothing personal to gain with undertable deal. But own workshop to approve? It just money making machine

The rental n construction/refurbishment costs is a billion Rm question for multiple locations to rival puspakom.

Even with Pusakom we still heard major accidents involving lorries and buses due to malfunction braking or worn tyres.. I could not imagine what would happen next, do we react or take preventive. Dishonest workshops will cash in and make false reports. Better give the option to reknown car manufacturers’ workshops like Tan Chong (Nissan).
They should allow the workshops. just have an inspection/audit to the licensed workshops. That can allow for efficiency and the assurance.
Why not 4S/Distributor of the manufacturer brand if you look for alternative? they are expert on the brand it is carrying, so it should have the skill to do inspection. Open too wide based on scope of work will just make the road more dangerous, especially to commercial vehicle that is very heavy once fully loaded.
The minister should really look into your suggestion bro. I would say this is the best solution to the proposal.
They cannot sell spare parts during inspection. But 4S do sell spare part and services. Arghhhhh… My brains wanna explode because of conflicts of information.
This is silly. Authorised service centres should be allowed to service plus inspect at the same time saving time and money.

Simplify the vehicle inspection procedure by allowing it to be done at some approved service centres like in the UK, as long those vehicles can be road-worthiness.. accident do happen even for a new brand car due to either driver own’s carelessness or others..drink driving, weather factor or even due to tireness

Bottom line inspection and repair services should be carried out by 2 separate entities which has no link to each other but both govern by strict code of conduct in every area. The biggest issue that needs to be curbed in this country are monopolies of industry and services, which leads to poor output (product and services).

The UK version has being going on since about 1965. Hundreds of equipped workshops throughout the country with rolling roads and strict monitoring by the authorities who drop in cars with faults to check they are discovered. It works. No queues.
