Honda Jazz, City qualified as Energy Efficient Vehicles

Honda Malaysia has announced on its website that the Honda Jazz and Honda City have been qualified as Energy Efficient Vehicles (EEV). Both of them belong to the 1,001-1,250 kg category, and undercut the corresponding 6.0 litres per 100 km required for EEV classification, with a quoted 5.8 litres per 100 km (see table below).

Under the latest revision of the National Automotive Policy (NAP 2014), carmakers that manufacture EEVs locally are granted “customised incentives” that include grants and tax breaks, which can lead to lower prices for the consumer. However, Honda Malaysia has told us that there are no changes to the retail prices for the Jazz and City, and that their pricing already takes into account the EEV incentives.

In its simplest form, the EEV is defined as a vehicle that meets or betters a set fuel consumption figure for its kerb weight, regardless of its method of propulsion or engine displacement. If a carmaker builds its EEV(s) locally and wishes to take advantage of the incentives, it has to apply for EEV certification from the government, much like Thailand’s Eco Car programme.

It should be noted that hybrid and electric vehicles (EV) are separate from this – as long as a hybrid or EV is locally-assembled (CKD), it is completely duty-exempt, until this policy expires.

Other carmakers that have either established EEV facilities in Malaysia, have been given an EEV manufacturing licence or produce vehicles that have been granted EEV status so far include Perodua (for the Axia), Great Wall (for the M4 and H6) and Mazda (for SkyActiv cars).

The Ministry of International Trade and Industry (MITI) is expected to reveal more details on EEVs and EEV firms sometime soon – will we then finally know how much carmakers get in terms of EEV incentives?

      Errr..well im not really a Honda fan but many cars such as mazdas are qualify for eev but they are priced ridiculously high ..well even the perodua axia is eev but it is priced just like previous viva which is not an eev car

        Are you sure? How come the City is priced so close to the Preve? And the Almera cheaper than Preve? If really the gomen wants to protect, they would hv also retained the previous NAP.

        Corporates also want to make profit. Don’t think they are ‘victims’ of gomen policies. They don’t invest millions if they can’t make money.

    • If cheap prices with max 4 years installments, you still cannot afford ma. The long yrs installment is just to compensate the high prices. If you can afford to buy cash then it is a different matter. With high prices of the cars and cheap installments makes malaysia to be the highest car owners per capita in ASEAN. So why should the government reduce the car prices. Buat menyemak jalan saja.

        if the car price is halved, and installment period is halved as well, wouldn’t the monthly installment remain around the same? so same people can afford the same car only more or less. imo cheaper car is better than anything. even cheaper petrol. huhu

      Don’t know full story, but remember last time they want to propose tax free car for first time buyer (vote buying)? It made me paid attention to tax paid:

      Vios TRD: 90,597.50
      Langkawi: 68,569.86
      Tax: 22,027.64

      City V: 88,236.00
      Langkawi: 73,626.00
      Tax: 14,610.00

      Same 1.5L, same CKD Malaysia. Source from carbase. Does this count as EEV tax rebates? What about from before?

        Proof that abolishing duties may not necessarily means companies will reduce their prices. In the end People will still pay high prices and Government will have lower revenue.

        Honda will not reduce their prices as it is selling well. They will have bigger margins and maybe will have more rooms to give discounts / rebates etc to kill the competition.

    Iriz without EEV incentive taxed 7.40 – 8.62 %

    Axia, supposed with EEV incentive, ended up taxed higher?

    Proton, maybe got special “kroni” incentive, get taxed less.

      For the new City i have achieved 5.4L/100km before at cruising speed of 110km/h on the highway or 18.6km/L

    I read somewhere that the claimed FC is tested under controlled lab conditions, fueling pure nad premium petrol, a lot of items reduced from the car to make it lighter, aircond switched off, etc. This is totally not practical in terms of real life. many car makers have claimed their F/C to be say 8l/100km but in real life, it probably hit 11l/100km due to traffic conditions, weather, fuel used, etc. And if the actual F/C can be obtained in real life, and it can qualify for cheaper price (tax exemptions) then what for your advertise your “achievements?” syiok sendiri?

    Don’t think Gov will reduce car price/tax because not only local jaguh kampung will lose money but also :

    a) Banker(lower price means shorter loan, saves interest too)

    b) AP Cronies(why buy a recond when new is cheap plus c/w warranty)

    c) Automotive parts suppliers(direct & indirect)

    Gov won’t allow HONDA(& others brands) to reduce price…

    All automotives pricing dictated by MITI/MOF. All brand need to submit, get approval before launching(new/facelift).

    The main initiative of EEV is reduce CO2 emission and mitigate climate change due to greenhouse effect. Rakyat will have a healthy life due lesser CO2 in our atmosphere and kindly stop killing this planet. And CO2 comes not from car but also from chain process from raw oil from ground to refined petrol. So reduce of consumption of fuel of EEV help to lower CO2 coming from chain process.

    Recently we had a worst flood in east coast could be partly due to climate change but yet to be confirmed by researchers. The damage reported to cost the Govt billions of dollar losses and not include human lives, live stocks and agriculture.

    Instead of Govt fork these billions of loss for next big flood problems, why not fork this amount by reduce tax EEV and open the EEV market.

      Years ago my friend bought a hyundai matrix. After a few months later he got a suprise check for a few thousand ringgit from his dealer. Apparent the gov gave a tax rebate as the matrix was classified as mpv. The dealer could have swallowed the money but did’nt.
