Police proposes adopting “e-plate” use on vehicles – standardised number plate with embedded microchip

The police has proposed that identification of all vehicles in the country be standardised with an ‘e-plate’ or a standard registration number equipped with a security microchip as a means to prevent crime. The proposal has been forwarded to the road transport department (JPJ) and the transport ministry for consideration, Berita Harian reports.

According to Bukit Aman criminal investigation department director Datuk Huzir Mohamed, the adoption of the e-plate is one of the things that the department has proposed to the government in order to keep up with technological changes. He said that it would also help combat increasingly sophisticated crime trends.

“It is time for our country to use a standard registration number equipped with a security chip or e-plate which has long been used in developed countries other than Singapore and Thailand. If we look (within the region), standard registration numbers without security chips are used in Indonesia, Vietnam and Laos, but we still have non-standard registration plates, including ‘fancy’ registration plates,” he said.

“If the use of registration numbers is standardised, it can prevent crime. It will be difficult for individuals or criminals to make fake registration numbers because the plates are regulated, and only one body or department can make them,” he said. He added that besides helping police deal with vehicle theft cases, the use of such a system would also increase efficiency and reduce non-compliance of road users.

The call for standardised registration plates as well as embedding vehicle identification microchips in them is not new. In 2016, it was reported that the JPJ was aiming to have a standardised vehicle number plate system in place by 2017.

A similar proposal was also mooted in 2017 to introduce electronic plates, in which the embedded chip would contain information about the vehicle owner and driver as well as vehicle details such as the engine and chassis numbers plus the colour and model.

A chipped registration plate would enable enforcement officers, via the use of a handheld or dashboard-mounted chip reader, to verify details of a vehicle without having to flag down the motorist. Besides assisting authorities in the fight against vehicle thefts and car cloning, such a system would also help identify errant motorists who fail to pay their summonses.

    We are 20 years behind Thailand in standardized number plate. Most probably, Malaysia is the only country in the world still using plastic number plate that can be change anytime

No real way of stopping them unless each road tax comes with RFID chip which will allow JPJ to detect such forgeries and illegal use of duplicates even from cross states.”

    simple illegal dark window tinting problems oso cannot solve in so many donkey years. Just simply use your eyes and see the huge number of cars on the road flouting the window tinting rules.

    This can easily be done by capturing the images of the plate numbers without any chips. Rather than scanners, can use HD camera instead.

    Wondering why do we need the chips? that is a whole one very big tender and nationwide implementation to do.

    Its about time. Or its been too long already. Other ASEAN countries have standardised number plates for many years. We are so behind them.

    Let JPJ issue all number plates in the country. This will hopefully curb stolen and cloned cars. And no more eye sore fancy plates!

    Who’s paying for the plate? And which vendor that’s been pre arranged for this project? It’s good to compare against other countries but in terms of what we are lacking, there are many more that should prioritized instead of plate. Easy items that are free such as compliance of Noisy exhaust, tinting and etc talked for yrs still don’t see result. So clear the backlog before see else where pls

  • They have been proposing this 15 years ago. This is one of the items to proposed to make quick money.

    Someone is going to monopolize the supply of plate with RFID.

    Plate number broken due to accident? Be prepared to pay a new plate. Think the plate is going to be cheap? Think again.

    What about those working who make a living making “custom” plates. I’m not talking about they fancy detailing shop, I’m talking about that old uncle who has been in the business for decades and does follow specifications (like spacing, etc.)

    • They would have to move on from that business, unfortunately. And it’s not like there’s a lot of them out there; yes, it would be sad for that one person in 10000 who makes car plates for a living to lose their business but the overwhelming majority of society would benefit from standardized electronic plates.

    Why not embed the chip in the road tax sticker which is annually issued by JPJ? Easier to steal number plates than road tax stickers.

    Aiseh just make the plates issueable only by JPJ la…no need to find crony to make microchipped number plate. Make the number plates metal instead of plastic like the orang putih countries and habis cerita…more durable as well. Not sure what the microchip is going to add if the actual number plate details are already registered to the vehicle and owner (JPJ Database).

    This would be a good move, do it once and for all, then you can weed out those clone cars and illegal activities that has to do with putting on fake plates and what not.

    I say take it a step further since it is under consideration for implementation. Incorporate the Roadtax and Insurance information into the chip. This way, JPJ or Police will only need to scan or enter the number plate to get details on the vehicle. Better than spending money to buy ‘sticker Road Tax’ and it is annoying to remove and apply every time.

    This will be the chance JPJ can revamp and restructure how our number plates work. Different colour plates for different type of vehicles, for example:

    Black – private registered cars
    Yellow – commercial vehicles
    Blue – private e-hailing
    White – taxi
    Green – hybrids and EVs
    Orange – motorcycles

    I don’t belief this eplate will help. Data shows Thailand and Indonesia have more car theft than malaysia. But I agree it will help enforcement officer to check faster if particular car have outstanding summonses. Even death sentence won’t stop people from smugglin illegal drugs.

  • I suspect why JPJ didn’t proceed with standardized number plate is because it will affect its revenue on plate number bidding. Once standardized, your special number will be worthless, i.e: MY5171 = MYSITI

  • Support electronic chips implementation. Regarding to fancy plates, it depends on how fancy they are. Some can’t even read even when behind the car. Some so damn close the writing. Some too thin, too shiny, too small.

    Standardize the size and gaps between the writings, D and Q needs more significant difference, that’s all right?

    Yes it is good to reduce crime (what little help it provide)
    BIG NO as this will benefit that sole body or agency where corruption and leverage will come into play.
    Not only that Privacy issue is at play here, knowing malaysia that scan system can fall into anyone’s hands and can scan anyone’s car. I certainly have places I do not want anyone to know I have been to aside from friends or family.
