The Malaysia Automotive Institute (MAI) has revealed more on what to expect from the upcoming revision of the National Automotive Policy (NAP 2014), at the ongoing Seminar Automotif Negara (SAN 2013) being held in the Sunway Convention Centre. The revised NAP is due to be announced in mid-January.
As a recap, NAP 2014 is set to “enhance competitiveness of the Malaysian automotive industry through resolution of structural issues, which will lead towards promoting Malaysia as a regional hub for Energy Efficient Vehicles (EEV) with high technology uptake among industry players for domestic and regional as well as international exports.”
The EEV policy will take into account the energy efficiency of the entire industry ecosystem, including manufacturing methods. It will not be limited to any particular technology (such as hybrid or electric vehicles), but will focus on just the outcome.
This means that vehicles with highly-efficient internal combustion engines will have the potential to be classified as EEVs as well. We learnt through a session with the MAI back in June that a vehicle would be classified as an EEV if it meets or performs better than a set fuel consumption figure for its kerb weight, regardless of its engine size, but there has been no mention of this since.
Additionally, the previous MAI session revealed that manufacturing licenses and incentives would be given for EEV production and investment in a bid to encourage local assembly of such vehicles.
On a larger scale, NAP 2014 aims to be a stepping stone to establish Malaysia as the ASEAN EEV hub by 2020, when MAI projects the country’s Total Industry Volume (TIV) to hit one million units (representing a six percent year-on-year jump). On top of that, 87,500 job opportunities are expected to be created from this growth.
Some of the issues and challenges faced include a relatively small scale and volume (and therefore a higher unit cost), a market that’s not export-driven, a lack of cutting-edge technology, know-how and coordination, plus a heavy CBU focus that does not promote localisation of vehicle components.
Still, MAI CEO Madani Sahari believes Malaysia’s EEV policy will be “better” than Indonesia’s Low-Cost Green Car (LCGC) and Thailand’s Eco Car programmes. “We are covering the whole value chain and the entire ecosystem,” he said. “It doesn’t matter what technologies are being used; what matters is the outcome.” Until January then, when the details emerge and the permutations are explained.

Najib promised before the election that if we voted for him and BN, he would ensure that he would match PKR’s offer to reduce car prices. Najib himself quoted saying that the BN government would reduce car prices by up to 30% gradually over 5 years and we should trust BN. Infact he said BN always keeps to their word. 6 months have passed and nothing has been done.
Infact companies like Toyota and VW have increased their prices. Does not matter now whether a car is EEV, CKD or CBU. What matters now is where is Najib’s promise?
Madani should be sacked for not enforcing his bosses promise. Infact, all this EEV nonsense is to divert attention. Madani, don’t just wait for your Datulship, make sure your boss Najib keeps to his word to every single rakyat he promised.
Madani also keeps so quiet about the Crony AP problem. Car prices are expensive solely because of the free APs given to just 10 or 20 cronies to get richer and richer. Genuine companies like Honda, Hyundai and Mercedes want extra APs also they cannot get. If they get more AP’s, because of economies of scale, the car brands themselves can also reduce their prices. But this is not the case. 90% of all APs are given free to about 20 individuals in Malaysia. And each AP is worth more than RM50,000 in paper value. Each crony gets up to thousands of free AP. Durian runtuh. Free Money. RM50,000 is the paper value. Actually each AP is worth few hundred thousand ringgit if the AP holder brings the car down and sells it with profit.
This, Madani is scared and keeps silent. The whole AP system was introduced to encourage Bumiputera participation in the car industry. But sadly, 90% of all AP holders sell their AP to the Chinaman outright. So, the whole purpose and spirit of the AP system has gone down the drain. So, what is really the purpose of the AP system? Yes, it is to enrich the 20 cronies. They earn billions per year each, just doing nothing but shaking legs. All at the expense of 30 million Malaysians who suffer to pay high car prices. So, which is more important Madani? These 20 cronies or 30 milion Malaysians who work hard for their money?
Somemore to make matters worse, most AP holders cheat the public in Malaysia. They buy very high mileage cars from car rental companies in the UK. These cars have clocked about 200,000 miles and are worn out to the max. But these cars still 2011 or 2012 models. Unlike Malaysia, in the UK, the car price is determined by the mileage. So, a 2012 Mercedes E250 with 100,000 miles on it is far far far cheaper than a 2009 Mercedes E250 with 20,000 miles on it.
So our AP cronies are clever, they buy 2012 cars with super high mileage on it and when it comnes to Malaysia, they clock it down to 16,000 KM. Who loses? It is the buyer. The buyer buys a car than has virtuallly every part in the car worn out but thinking it is a 2012 model with 16,000 KM on it, he is very happy and excited to buy it. But he does not know, that he will be paying tens of thousands more in replacing the parts that are worn out because his car ha actually clocked 200,000 miles.
Madani and MAI know about things like this. the NAP should address problems such as this. Because things like this cheat and make the rakyat suffer.
But MAI chose to close a blind eye. They rather talk about EEV than the real issues that make the rakyat suffer.
So, MAI, the 2 main issues are
1) Where is Najibs promise of 30% reduction in car prices?
2) What is MAI doing about the dirty practices of the AP crooks in the country?
Sort the real problems int he country, then only talk about EEV.
What ecosystem bullshit is this? Can introduce all the EEV incentives but ALL our lorries, busses and trains emit thick black smoke ALL the time. That, the MAI got no solution? Or are you all scared because all the lorries and busses are owned by GLCs and Construction companies indirectly owned by Ministers and Tan Sri and Datuk Datuk?
Go to KL alone, you will see the Metrobus emitting thick black smoke the whole day. Just one bus alone will emit so much damage that even 1000 EEV vehicles cannot undo.
The MAI and NAP don’t know the meaning of chicken and egg. Introduce clean Euro 4 diesel first, then, come out with EEV incentives.
The MAI must first be brave enough to introduce clean diesel and put strict laws for busses and lorries like in the UK where every year they must adhere to MOT so that emission is controlled.
Don’t have a Puspakom. Puspakom is corrupted to the core. Everything in Puspakom can be bought. Set up a regulatory body like the UK MOT to monitor each and every bus and lorry in the country. The busses and lorries are the main environment cause of damage in Malaysia.
But nobody dare to touch the busses and lorries. Just look at the Metrobusses in KL, for years they emit thick smoke, even the bus smoke the traffic police a the traffic light also, he keeps quiet. Nobody dare kacau the big guns in Malaysia. All belong to the cucu, cicit, kakak ipar, kakap saudara, abang saudara of some Menteri.
So, this EEv is like a small boy, who can’t even piss straight in the toilet bowl but he wants to have sex. Chicken and egg story. This is how our tax payers money are spent. Spent for organisations like MAI to fly business class all over the world at our expense to get knowledge that is totally irrelevant at all. Malaysians are paying overpriced cars for years yet our pay remains so low. Car prices have not really gone up the past 20 years as we can see car prices in the US are really cheap. Infact, car prices have gone down the past 30 years due to intense competition and advancement in technology.
These are US car prices with US duty and import tax paid, which are just like Malaysian car prices with duty and tax also paid, but here, you will see, they are much lower and less exorbitant than in Malaysia. Somemore they are higher specced with all the safety equipment as basic!. VSC and 6 airbags are pretty normal in cars like the Toyota Corolla (here Altis) and Honda Civic.
Bear in mind all cars are CBU (complete built up) Japan, CBU South Korea or CBU Germany.
The following cars we get here are CKD (complete knocked down) cars with more than 50% Malaysian content and “supposedly” are cheaper due to their being CKD and supporting Malaysian manufacturers.
I cannot understand, we support our own Malaysian manufacturers and beli barang buatan (buy local) Malaysia too, and yet the prices can be higher than barang buatan (made in) Japan or German, which is usually higher in quality.
And yet, to make matters worse, US people’s GDP per capita is higher than Malaysia’s and the average American earns five times more than the average Malaysian.

Malaysia and regional hub are two words that seems to go together In a realm of fantasy and imagination. Currently over seas for the first time and looking back to Malaysia from a more develope country, I just wish Malaysia could just start setting a more solid goal than just saying ‘I want to be the regional hub’. A solid number/announcement of sales figure, technological advancement and emission standard at a more feasible timeline, don’t care how long, it’s much better than a dreamy tag line.

Tax Cut but no price drop??
Positive point of view:
1.Propose/initiate the EEV vehicles for malaysian consumers.Then less CO2 emission.Najib had already promised to reduce 40% CO2 emission based on Kyoto Protocol (what an ambitious statement) during internatial energy conference.
2.Like a shortcut proposal to big manufacturers as this is not directly challenge the Big 2 automotive ASEAN nation,Thailand and Indonesia (We already at 3rd spot).Like we admit we already lost to Thailand..
3.To protect P1/P2 as if the price is reduced to all type of vehicles by 30%, no one will buy P1/P2, even for current market so many ppl can afford 100k+ cars.
Negative points of view:
1. So many, haha of course because everything Gov do, all of them will be related to cronies protection.
2. Current ineffective cars’ RV will be significantly reduced(pity to current owners).
3. Viva/saga those top 2 cheapest car will remain their price.(They are not EEV cars)

On paper always looks great, and superb! Some more always the best ever programme compare to our neigbour countries and the story will go on bla bla bla….after a while, still cannot compete? If our Malaysia system NAP is so great, why till to date, our belove P1 yet still not compete globally? Figure on sale of P1 already show the result. Thailand and Indonesia without P1, they also can survive with the automotive industry, even way better that our country!

Now were lagging behind d Thai’s n Indon’s In term of FDI (AUTO INDUSTRY). Can P1 electric vehicle technology compete against VW, BMW, Nissan, Toyota and TESLA??? Enough with this BS! The G should just abolished the NAP n let it be a MARKET DRIVEN industry

Here’s the logic, a car manufacturer already spend hundreds of millions to upgrade in Thai or Indo. Would any sane businessman go back to its Board of Directors and try to get approval to uproot that investment and re-invest another hunderds of Millions in Bolehland just because of EEV?
