Laws to regulate Uber, GrabCar to be tabled in July

The government says that the Land Public Transport Act Amendment to regulate ride-hailing services such as Uber and GrabCar is expected to be tabled for a second reading in the Dewan Rakyat next month, Bernama reports.

According to minister in the prime minister’s department Datuk Nancy Shukri, the amendment is to ensure that all aspects of the operations and procedures of the services can be regulated by the government.

“We are in the process of regulating e-hailing for the second reading, that will be at the next Parliament session in July. We have done the first reading in April. Once we have the law, then we can put our term and conditions to them. At this moment we cannot really do anything yet,” she told the national news agency.

She reiterated that when the ride-hailing regulations are passed under the proposed amendments to the Land Public Transport Act 2010, service operators will have to be responsible for adopting the highest safety standards and service quality.

Nancy added that all ride-sharing service drivers will have to register with the Land Public Transport Commission (SPAD) and will be subject to strict background checks. The latter will be done in collaboration with other enforcement agencies such as the police and Road Transport Department (JPJ).

The laws won’t be neutral cause Government themselves got big share in Uber and Grab. So, how neutral can the laws be?

It will surely be lopsided and siding Uber or Grab
