The newly-established Malaysia Window Film Association (MWFA) held a press conference today urging government ministries and agencies to review the soon-to-be-implemented MS2669 automotive window tint standard, which is set to come into force on January 1, 2018.
The organisation, comprised of window film dealers, distributors and manufacturers, said that the new ruling set by the Department of Standards Malaysia was developed without the input of industry players. It also wanted to defer the implementation of film testing and installation of QR code security labels, of which test lab QAV Technologies would be the solely responsible of.
Contention mostly centred around the fact that the MS2669 standard was developed together with the Auto Audio Accessories and Air-Condition Traders Association (AAA), which does not represent the majority of companies in the window film industry, MWFA stated. It added that MWFA members were not represented nor engaged in talks to provide insight and knowledge on the impact of the standard’s implementation.
One of the issues raised was in regards to bubbling of the film, which AAA stated is caused by the quality of the film. “It can be that the film itself has reached the end of its life cycle [warranty period],” said vice president Ng Jun Jie, who is also the managing director of Totalgard Manufacturing.
The association also found issue with the planned implementation of QR code labels, which in its current form is said to have the potential to compromise the quality of the film itself, being placed between the window and the film. It also stated that its members may not be able to absorb the cost of the labels (they are provided to the customer free of charge), said to cost RM20 per car.
Lastly, MWFA questioned the need to have another body to conduct testing, given that window films are currently tested by both SIRIM and Puspakom. It also said that having tests conducted on every window film shipment that comes into Malaysia would be costly and take too much time.
“There are already two government bodies [SIRIM and the Road Transport Department, or JPJ] and one private company [PUSPAKOM] to monitor and approve the window film before it goes on the road. Why don’t we strengthen these three bodies with vital input from industry players rather than having a new setup, namely AAA and QAV Technologies, just for this purpose?” asked president YM Syed Hafiz Jamalullail.
Ng added, “When there are two regulatory bodies overseeing the testing procedures and standards compliance, it will cause great confusion amongst industry platers. There will be much delay in the time-to-market of the films as estimated testing time required is two months and testing is to be conducted on every shipment that arrives into Malaysia’s ports.
“With the additional cost incurred in the current challenging economic climate, small window film businesses and the consumer will suffer in the end.”

You are right. They are all very greedy. Go overseas and tell people you tint your car for about RM2k, they will laugh at you and say it is impossible to cost that much.
It is like a Mat Salleh, using 2000 pounds to tint his car. It is absurd and unheard off.
For years Malaysians have been conned. Tinting in Malaysia is super super expensive.
Time for the Association to come clean and reduce tinting prices cause, based on global pricing, the tinting here is super ridiculous expensive
Road Transport Department JPJ only function is selling fancy plate number & nothing much else.
Because it is a lucrative business with so little effort.

i think tinting film is not costly, but the work itself take time right ? they are charging the labour cost.
They charge like thousand plus to two thousand plus for a 2-3 hour tint job. That’s a bloodybrip-off man. Considering the fact thatvthe average income per capita in Msia is like two thousand plus per month!

Normal child delivery for some private hospital here in My is about Rm4k to Rm5K. Quality of the tints, the service and the workmanship cost to the customer can reach to Rm3K? Ya.. you figure out yourself.
After MWFA, maybe more similar associations will come out. This will never end. We never heard anything from the established brands like 3M, Ecotint or V-Kool. I thought their silence mean they are OK with the new standards.
MS2669 documentation is available maybe President of MWFA still can contribute by highlight to the public what your concerns and flaws in MS2669 from the consumer’s point of views. Be specific on details facts and have data to support your claims that MS2669 consumers will be rip off from tinted suppliers. The public will be appreciated your initiative and stop politicizing it.
If its a below par tint quality and premium prices then i rather not tint. No monopoly can be allowed. Additionally, which major tint makers will not specialise a tint just for msia market due to its market size and all existing grades are permitted globally. Govt needs to curb those illegal tints 1st before implementing the above. Put the piorities right.
MWFA N Govt still need to review the above is a joke.. then whats the rush to established MWFA? Malaysia is a middle man market to add on the cost to consumers.Car sales person profits 50pct of the tint commission as per my workshop pal. Actually tint isnt that costly…
my civic FC turbo tint 3M. ok je… no complaint even pay thousands of ringgit. main thing is to be comfortable and safety feature.

who own this AAA & GAV ??? cost of the QR code is RM20 .. total TIV 600,000vehicle X RM20 = easy money… hahahah
All these becomes necessary because too many cars on the road now not following the tinting regulations. JPJ malas mau enforce, so take easy way out, stop shop from selling super dark films (which btw doesn’t mean the TSR is good).
So, salah siapa? The monkeys who tint all their cars’ windows to less than 20% VLT, the shops that sell & install those film and JPJ sekarang yg malas nak enforce. The rest of us have to bear the brunt… Biasalah Malaysia maaaaa…
