Malaysian gov’t hoping to define a management framework for Vehicle End-of-Life policy by 2025

The topic of implementing a vehicle end-of-life (ELV) policy in Malaysia has long been discussed and debated, with little in the way of resolution, simply because many factors and issues have come into play, and an ideal solution has always proved elusive.

Now, the government believes it may be able to get ELV moving at some point in the future, and is looking at defining the first steps in that direction. As Bernama reports, the country is presently studying a suitable approach to implementing an ELV management policy, and is hoping to establishing that framework by 2025.

This timeline was revealed by science, technology and innovation (MOSTI) minister Datuk Seri Dr Adham Baba during the signing of a memorandum of understanding (MoU) between the ELV Research Consortium, which is comprised of three universities, and Malaysia Automotive Recyclers Association (MAARA) earlier today.

The collaboration between the three universities (Universiti Teknologi Malaysia, Universiti Kebangsaan Malaysia and Universiti Teknikal Malaysia Melaka) and MAARA aims to resolve the issues of ELV through recycling or upcycling. The parties aim to research and gather data on the remanufacturing, recycling, and disposal of used components from old vehicles.

Adham said that the development of a management policy was important to ensure that the components and usable materials from old vehicles can be salvaged and simply not be left to waste away. “The excess of dilapidated vehicles = which also have resulted in dengue outbreaks – occur because there is yet a policy on the proper action that needs to be taken, with emphasis on the method of proper disposal,” he said.

He also pointed out that the country is looking at Singapore and Japan in drafting its framework, as both countries had expertise in ELV recycling. He also highlighted that 70% of components from ELVs could be exported to other countries, in what could be a RM10 billion industry.

As for an actual Vehicle End-of-Life policy, the matter is, as transport minister Datuk Seri Wee Ka Siong put it some months back, not as simple as it sounds. The discussion of vehicle scrapping remains a touchy affair – as we pointed out before, while car companies would be for it, car buyers would be against the idea, wanting the freedom of choice of if and when to replace their cars. Still, it may yet be that the first steps towards that have been taken – we shall see.

    I would support this if the car tax is zero totally. You can put a deadline for the car use, but it must come with effective cost to replace it.

    But i tell you what,

    whatever we put up comments here or any forum online or offline, these people up there not going to get it at all. some dont even care or dont even know what to think. they dont understand it at all, some of them.

    For example that guy wee ka siong, got phd, a PE summore yet when talk rubbish come out off mouth. before become gomen, small rubbish. after become gomen, much more rubbish (because he got all the resources to him, and yet rubbish come out)

    I get really mad when they bring in Singapore and Japan as examples. Omg, those countries have public transportation networks that are literally decades ahead of us.
    In the end of the day it has never been for the benefit of the citizens. It has and always will be about making malaysians spend more on new car taxes and staying poor.

    Looking at Singapore and Japan is good but hope the study is not done in silo, do check out their public transport system and how the various modes are integrated…..and then compare that with ours.

  • You need to have a very good public transportation system before you force us to practise it or you have to make us become high income country. BUT not forcing employers to pay higher salary or else thr inflation is much faster than increment!!!!!!!!!!!

  • This policy should help keep more efficient cars on the road. Need to understand the impact on the second hand car market, and esp on those who cannot afford to upgrade.
    Also, I wonder what the policy will be on classic cars…..

    Scrap your head first… the moment malaysia choose to tax car, its already kick off the start of DEATH (JALAN MATI) Automotive roadmap. Our car tax : excise duty (65-105%) , ckd/cbu tax (10%/30%) , sales tax 10% = tax from 85% -145% <<>> BCOZ of tax, (1)our 2nd-half car price more expensive than NEW CAR Price at Japan US , do us capable to export junk car ??? (2)even INDO / THAI have better car quality more expensive car model than us (do us export USED roti canai kosong BUT selling at NEW US pizza price to indon/thai???) (3)why need to import *junk car from us, all prefer Import at very CHEAP price with high end model brand low mileage from Japan.

  • Japan and Singapore are first world country where the earnings per capita is much higher than Malaysia. We are not even a developed country let alone first world country. Fix the bigger problem in the country first where the poverty is still rampant regardless of race especially in states like Sabah. Ini semua cuma nak mengkayakan kroni. Mana ada satu rakyat Malaysia yang tak mahu beli kereta yang baru, selesa dan selamat? Fikirkanlah wahai menteri yang syok sendiri.

    The government should make the goal very clear, just be transparent. Don’t say one thing while meaning another. Example, don’t say it’s for the environment but it’s really about the economy.

    Once the true goal is clear, I’m sure there will be smarter people who would come up with even better ideas rather than just Vehicle EOL Policy. Maybe it’s just one of many steps, maybe there’s a good middle ground (like Every 2 year need Puspakom test road worthiness before it can go on the road again).

    To scrap cars, step one is to make them cheap first. in this context, it means no excise duty etc. just the 6% SST/ GST on sales that’s it. when cars become cheap, then disposing them at end of life won’t hurt that much.

    In Singapore if a car is deregister before 5/10years will get 75%/50% refund of 100-200% tier tax.

    This might wipe out most of the kereta potong industry overnight. Most parts are from cut 10 year old Singaporean cars…if there are no old cars to repair, there isn’t a need for such spares anymore. Your existing cars would suddenly become more expensive to repair.

    So much for the excuse for not lowering new car taxes because of cheap fuel. Now the government is mulling reduction or elimination of fuel subsidies, so when reduce car taxes?

    With everyone shouldering rapidly increasing cost of living, having to replace one’s old faithful going to help. The government looks like dead set to make life way more difficult for a lot of us.
