All motorists should know that motor insurance is compulsory for all vehicles that ply the roads, but it seems that not everyone is driving with such cover, says the Vehicle Theft and Accident Reduction Council of Malaysia (VTAREC).
The council believes that tens of thousands of vehicles are operating without insurance, basing its projection from a study it conducted, The Star reports. According to VTAREC coordinator Mas Tina Abdul Hamid, a study of 740,000 cases of road accidents in 2023 revealed that insurance claims for damages were only filed for 40% of the cases.
“While police reports were lodged by the parties involved in the accidents, not all the cases saw insurance claims being filed. We found that insurance claims were only made for 299,000 accident cases. We believe this is likely because certain vehicle owners did not make an insurance claim as they did not possess motor insurance,” she said.
However, she added that the lower rate of insurance claims could also be due to motorists choosing not to make a claim for minor repairs, bearing the repair costs themselves in order to preserve their no-claims discount.
She said that in 2024, the vehicle insurance industry recorded 266,716 accident claims, which was a 11% decline compared with 299,657 cases in 2023. Of these, 86% of the claims made last year involved cars, with about 5% for motorcycles and 8% for commercial vehicles.
She stressed on the importance of having valid motor insurance. “Motor insurance does not only cover the damage to our vehicles but most importantly provides compensation for victims who suffer injuries, or the next of kin of those killed in the event of an accident,” she said.

My guess is that the number is significantly higher. Especially in rural and suburbs areas.
Logically speaking, a vehicle without a valid insurance means that vehicle most likely doesn’t have a valid roadtax. I highly doubt the owner of such vehicles will ever make a police report, regardless of how bad the accident is, how innocent they are, or if they sustained injuries in said accident.
In the eyes of the law, they are automatically at fault for operating a vehicle without a valid roadtax or insurance. In the eye of the law they are to bear all cost for the loss. Unless that person is forced against their will, they will never make any reports.
This study only shows us how expensive car prices are, so much so that most owners rather foot the bill to fix their cars, than to lose their NCB.

Or could both are not renewed but the vehicles concerned are still plying the roads endangering others.
Best Punishment for offences : totally compound the concerned vehicles for at least 6 months without mercy before allowing any road tax and insurance renewal. Also fine the owner heavily for using the uninsured vehicles .
Not making a claim doesn’t mean there is no valid insurance.
More pressing issues is just how many claims made by motorcyclists given the disproportionately larger number of accidents they get into. That, I would believe a good number don’t have insurance or no one claimed against them.
No insurance also means no road tax. And judging from how many reported cases of bikes not having a valid road tax, it’s probably the bigger issue here.

Dont JPJ have data base of amount of car registered in their system? Obvioulsy when a car is registered in the first place definately they do have expiry date of the road tax and insurance.JPJ should be able to capture the data of cars which their road tax is not renewed.Form here they should be able to track the owners within a said period.
Well knowing JPJ its not surprising that Malaysia is so much lacking behind as far as enforcement and implementation is concern.
No need to display Road Tax , then no need to insured too. Who is going to check ?? . The non display is a very very stupid ideas.

Have seen many foreigners driving used cars and motorbikes in poor condition. Lack of enforcement and corruption is the main reason that undocumented cars & motorcycles are on the road.
