The Malaysia Transport Safety Board (MTSB) Bill is expected to be tabled in parliament this June, transport minister Anthony Loke has said, according to a Bernama report.
The cabinet has agreed in principle to establish the MTSB, but a dedicated Act must first be drafted to provide its legal basis before the board can be fully implemented, and preparatory work is now being finalised through discussions with relevant ministries and agencies, including efforts to coordinate the roles of existing bodies, he said.
“At this stage, the Bill is being drafted. One of the main challenges is integrating or restructuring the roles of related agencies such as the Malaysian Institute of Road Safety Research (MIROS) and the Air Accident Investigation Bureau (AAIB),” Loke said yesterday in the Dewan Rakyat, adding that all functions must be reintegrated in line with the government’s and the public service department’s positions against a large increase in new posts.
“This is to reduce the financial impact on the government. It is one of the challenges in setting up the new body,” he said.
First talked about as early as 2015, the MTSB is to conduct independent and transparent investigations, research, operations and monitoring for land (road and rail), maritime (including river transport) and aviation post-crash management.
“We will take into account best practices used by (international) agencies. The task force set up for this purpose will also operate independently in conducting investigations and making recommendations. Once the report is completed, it will not be altered and will be released publicly,” Loke said in November.

With this Safety Board do we still need to keep Loke and Transport Ministry around? Oh wait they still have the most important job of selling number plates that is their main job today.

Transportation safety (and hence this MTSB proposal) is 1 of the transport ministry’s responsibilities, which include formulating policies for the transportation & logistics sectors, transport infrastructure development, multimodal integration of the national transportation system through better connectivity, and regulatory compliance via enforcement.
JPJ has already been auctioning motor vehicle registration plates with ‘nice numbers’ for many years, and thus, if you want to blame somebody for giving you a skewed perception that this is MoT’s ‘main line of business’, you should probably blame the 1st transport minister.
You should 1st do some proper reading like a proper grown-up adult, before you simply post such a childish comment.
What’s the point of MoT? Can’t they set up one specific department for these pusposes?
40 years ago they have a department to inspect vehicles for roadworthiness, now privatised and became puspakom.
It had a dept to look after all land transport. This was also privatised and became SPAD. Today its APAD.
What else then?
If you had read this news article in detail, you would have realised that there are currently different separate bodies/agencies in charge of land, air & maritime transport safety respectively, and the purpose of this MTSB proposal is to integrate them into 1 body/agency. Currently, Puspakom and APAD (formerly SPAD) deal with only land transport.
APAD and Puspakom are only for road transport, dont forget we still have rail, air, sea.
