Negotiations underway to use portion of road tax revenue for repair of federal roads – works minister

Negotiations are underway to include part of road tax revenue within a special allocation for the repair of federal roads nationwide, said works minister Datuk Seri Fadillah Yusof. This is one of the proposals put forth in negotiations with the ministry of transport towards solving the problem that is caused by overloaded vehicles, reported Bernama.

To date, proceeds from road tax collection have been put into a consolidated fund under the finance ministry for development purposes, including for the maintenance of federal roads provided through the government’s operating budget, according to the minister.

“However, the existing provisions for road maintenance received from the consolidated fund in not enough. The works ministry therefore recommends that (a) certain percentage of road tax be put into the trust account for road maintenance purposes,” the works minister told the news wire.

Fadillah said it is difficult to ascertain who was responsible for the damage caused by vehicles, in contrast to damage caused by utility repair work. “If it is due to the work of utilities, they have to pay a deposit to the public works department (PWD), we will either recover from the deposit or until the contractor repairs the damage done and adheres to the standards, PWD will be happy to return the deposit,” he said.

“But apart from utilities, it is a bit difficult for us to identify the cause of the damage, whether it is a lorry or (another kind of vehicle), (which makes this) a very complicated matter in terms of making claims,” Fadillah added. Last September, the works ministry had hoped for a bigger budget allocation when Budget 2020 was tabled the following month, and said that the funds are sorely needed for the upgrading of federal roads.

The previous year, prior to the tabling of Budget 2019, then-works minister Baru Bian said that although the annual cost of maintaining federal roads was around RM2 billion, the ministry only received between RM600 million to RM800 million a year, and said that the allocation for maintenance had to be increased.

    Well, better late than never. Hopefully, rural areas gets the same treatment and priority as urban areas.

    Malaysian are oredi “biasa” and with potholes for decades.

    For the time being, let’s just sit and see if road repair really becoming reality, and not hot-chicken shit.

    I’m just going to keep saying this: change car road tax to weight + emission. Weight because, obviously, heavy vehicle naturally causes more damage to road; emission for air pollution, an old 1.5L car should be taxed higher than a clean 3L engine car, simple.

    Also car emission should be tested every 2 years or so. This should encourage people to buy clean cars, but still let people have the freedom of owning dirty cars, if they wanted to, as long as they pay up.

    Nobody will listen to me here. But I secretly wants the 2 stroke rempits got taxed to the max hahaha.

      And also lower the tax for EV, HEV & PHEV (especially EV). For example, a Nissan Leaf cost around RM199,999 is quite ridiculous for people who interested in EV vehicle(s) in Msia. So how are we going to buy a small EV vehicle? Back to potholes, I’m so frustrated no matter where I go especially in Ipoh. Made report a few times and years with the town council and still yet to take action.

    Really? They need to negotiate their way out just to fix potholes? Aren’t they under a duty and obliged to maintain public roads? Yet they still need ‘negotiations’ to carry out their function.

    Oh please repair the repaired roads in Ipoh too. Sometimes I feel the repaired
    (tampal) roads is worst off than before it wasn’t repaired. The height of the patch is same or even higher than the depth of the potholes and some roads have patch on top of patches, it’s horrible. Doesn’t mean that after patching the potholes, job done ang give yourselves a pat on the back, relevant authorities, monitor quality of the work please.

        That statement about MOF consolidated fund not having enough funds to disburse for road upkeep should send shivers down every Malaysian’s spine. Consolidated fund is huge or was huge – worth billions of dollars (yes USD) – and is where amongst other things, government pensions are paid from. Sudah pokai la negara kita. Tunggula semua cukai kena naik.

    Dear Tuan Minister Datuk Seri Fadillah Yusof,
    patching the hole does not SOLVED the issue. A junior production operator understand the concept of being proactive. Its best to prevent the cause then sit down and wait for pot hole to appear then use money to repair it.

    If overloaded vehicle is the main cause then tackle that.

    One more thing, get your people to do their job evertime a repair work is done. Nobody verify the CONpleted job till a new hole develop within days….at the same spot.

    1. For once a works minister has his head screwed on right
    2. As described above, that is what collecting road tax is about
    3. There are appropriate techniques/standards to repair roads but contractors cut corners everywhere and government resident engineers do not enforce it
    4. Government (sadly) does not have the budget to contribute to road repair for 2 reasons, poor collection and waste of resources elsewhere

    So, when are we gonna see any real result, if any?

    Any report or data of repair work, where, when, how many road repair done weekly, monthly yearly, the spendings, etc. that public can substantiate such work were done properly?

    Hopefully, this isn’t any of those govt. gimmick that will ends as soon as the official (typical) thumbs-up photo ops. is finished.

    1st pothole then will become bumper after resurface. I just hate it when hit those resurfaced potholes. The contractors do no how to resurface the potholes evenly.
