The transport ministry has said a system to improve enforcement on overloaded heavy vehicles is being developed and expected to be completed early next year, The Star reports. The ministry was replying to Dr Halimah Ali (PN-Kapar), who wanted to know what measures would be taken to tackle road damage around ports.
According to the transport ministry, the high-speed-weigh in motion (HS-WIM) system would allow enforcement against heavy vehicles to be done in real-time without requiring the vehicle to stop for weighing. “Increasing the efficiency of enforcement on vehicle loads through the system will reduce road damage and the risk of accidents,” it said in a parliamentary written reply.
It added that overloaded heavy vehicles are among the culprits behind damaged roads, and the road transport department (JPJ) periodically studies mechanisms to prevent this.
Halimah also asked about steps taken by the Port Klang Authority to handle traffic congestion near Northport with the increase of ro-ro (roll-on, roll-off) cargo and heavy vehicles. “Road maintenance works were also carried out under the port authority’s matching grant,” replied the ministry, adding that the works on eight stretches of road are scheduled for completion by December this year.
The affected roads include Persiaran Raja Muda Musa. Jalan Pintasan Selat Klang Utara, Jalan Pelabuhan Utara, Jalan Lingkaran Pulau Indah, Jalan Pelabuhan Utara-Barat, Lebuhraya Pulau Indah, Jalan Industri Pandamaran and Jalan Sultan Abdul Samad.
It was revealed that 3.58 million heavy vehicles entered and exited Port Klang in 2022, increasing to 3.82 million in 2023. The ministry said the port authority would look into methods to restrict heavy vehicle travel outside peak hours to minimise congestion, while working with the Land and Mines Office to identify suitable locations for new rest stops and areas for breakdowns along the main routes entering Port Klang.
The works ministry is also working on improving roads around the port, including along Jalan Pelabuhan Utara at the Klang Container Terminal to Northport in Port Klang, as well as building and upgrading phase three of Lingkaran Pulau Indah.

useless piece of method. accidents happen is not because of that. better just mandatory install black box on them, and give warning, dashcam recording, so that every driver knows if they violate the rules/driving dangerously, they will be penalize, lost their job.
Another waste of tax payer’s $$$. Go to the padang and catch those culprits ls. Come to Klang highways, you see those trucks speeding like no tomorrow. It’s literally no brainer that it is speeding, yet no enforcement to “book” them. All these ministers talk from air cond office, syok sendiri. Think of how to spend money only.
