JPJ cannot revoke driving licence of those certified as a disabled person, says transport minister Loke

Transport minister Anthony Loke has said the road transport department (JPJ) cannot arbitrarily revoke the driving licence of any individual who is certified as a disabled person. This is in response to a statement by Persatuan Pengguna Jalan Raya Kebangsaan (PPJK) that proposed the JPJ cancel the licence of individuals certified by the health ministry to be mentally disabled, The Star reports.

Loke noted that the vast majority of disabled people are still able to drive or ride their vehicles. “If there is a specific or isolated case involving disabled drivers, we will review whether their licences should be revoked (or not), but I emphasise that this is not our policy,” he said.

“We cannot generalise all disabled people because many of them can drive vehicles safely, and in fact, they are very dependent on their driving licences. We have many e-hailing drivers among disabled people such as those who are deaf or mute,” he added.

Loke also pointed out the implementation of such a policy should not be done in general because it is feared that this would “victimise” all disabled individuals.

I think if a license holder is newly diagnosed as disabled/challenged, there need to be a review of whether he/she will still be competent on the road. They need to be certified by recognized medical professional, under a guideline created with input from all stakeholders. If they can drive, they will be allowed to.

It is not about victimizing them. We need to minimize potential loss of lives on the road.

Whataboutism: What about mat rempits, drugged lorry drivers? That’s for the enforcement.

I am all for full-blown demerit system with a view to suspend or revoke license when the points are under certain threshold. I am also in favor of road competency test every 10 years for all license holders and vehicles. I am draconian like that.

Perhaps JPJ can request OKU to prove they can still drive and provide guidance on how to add assistance features for OKU to remain valid for driving or riding.

In the first place, how did a mentally disabled person be able to go for driving classes and sit for the test?
