Puspakom says runners are selling RM3.50 vehicle inspection appointment slots for as much as RM750

Last week, it was reported that Puspakom would no longer allow multiple slot bookings for the same number plate in an attempt to weed out middlemen and ‘runners’ who have been found to sell inspection appointment slots for a profit.

How much profit, you ask? Well, apparently to the tune of 200 times the original price for a slot, the New Straits Times reports. According to Puspakom CEO Mahmood Razak Bahman, these intermediaries are making nearly RM750 in profit by selling multiple inspection appointment slots. “One appointment slot costs only RM3.50, but some are selling it for up to RM750,” he said.

He said that one of the tactics used was using the same chassis number but different vehicle registration numbers to secure multiple appointment slots. “Investigations are still ongoing with the assistance of the road transport department (JPJ). We are looking into who and why they are doing this, and we will call in the involved runners,” he said.

Besides no longer allowing multiple slot bookings for the same number plate, Puspakom said that it will improve on the booking system by freezing the original slot if it is postponed to another day. The move is to prevent the original slot from being misused or sold to another party.

Meanwhile, JPJ director-general Datuk Aedy Fadly Ramli said the department was seeking assistance from relevant agencies like the Malaysian Anti-Corruption Commission (MACC) to determine what actions could be taken against the involved runners.

He said that JPJ was trying to track down the runners, but had no success so far. “For now, despite all our efforts, we have not been able to contact them. So, we are exploring other methods to locate them,” he said.

    Looks like the puspakom app has not been securely tested… must have used some scammers to set up the app.
    How is it possible to register numerous slots with 1 chassis number but different regstration numbers… the app should have blocked the user, the IP address!!!

      I think its possible because 1 car can be re-registered to change the registration number, that’s why I think it’s not “fixed” one chassis number to one reg. number.

      If to do what I think you are suggesting, the app have to have a back-end link to real time JPJ database, where the vehicle chassis number matches current and exact reg. number. I think quite a challenge to do but could be done.

      For all you know, it wasn’t the runner, but could be the people within Puspakom that are profiteering.

      Even if someone can book multiple slots using the same chasis number, how would then when the vehicle turn up with a different chassis number be allowed to continue with the inspection?

    For everything that you do, they will always find another loop hole.
    For those young enough not knowing, the inspection was originally done solely by JPJ itself and not a third party in the 70s, 80s and 90s.

    Visit most JPJ offices like Melaka and Seremban and they may still have a certain specific areas for vehicle que and a building to conduct the inspection.

      Itulah old man bapa corporatisation sold nearly all publicly owned and run services/utilities to private(ie crony) companies. It’s no surprise costs are out of control. The whole reason for paying taxes to the government has ceased to exist. We pay tax to government and then more costs to private companies for services which are mandatory. Privatisation in Malaysia didn’t lead to more efficiency, just more costs because everything is for profit (duh private).

      No enforcement of the rules so ikut suka make money wherever la. As if you need a runner for this nonsense. I’ve said it before – the system is deliberately inefficient so people can buat kerja bodoh and still get paid.

    that 750? is just runner commission. can? of coz can.. just like applying maid.. you can fix the price/fee for malaysia, but they can increase the ‘agent fee’ in the other country.. they will still find way to beat the system.

  • It just shows how inefficient and inconvenient this vehicle inspection is. Dealer servuce centre should be allowed to service and at the same time certify the vehicle instead of wasting time going to third party inspection service.
    The job of the government is to ensure lorry owners are not burdened with unecessary wastage.and ensure safefy of all road users. And not protect interest of third party inspectors.

    so simple solution… just make sure the chassis and numberplate that is registered on the app tally. if different, reject the inspection and ask the lorry driver to go home. This will stop runners from multiple bookings.

    What is the root cause of the problem that the runners are able to sell at that price?

    Why people are willing to pay that price?

    Is it because monopoly?

    Is it because lack of testing facility?
