The Malaysian government will enforce the Trade Descriptions Order (Certification and Marking of Engine Oil for Motor Vehicles) 2024 from April 7, Bernama has reported. The enforcement of the law is being carried out to curb the sale of counterfeit motor vehicle engine oil in the Malaysian market, said minister of domestic trade and cost of living Datuk Armizan Mohd Ali.
“This new order will enable consumer to identify the sale of genuine motor vehicle engine oil in the market, thus curbing the sale of counterfeit oil in the market which can pose safety risks and accidents on the road. This order will also be able to protect the interests of motor vehicle engine oil product manufacturing companies by curbing the risk of production of non-genuine products by irresponsible parties,” he said.
Any engine oil product, whether produced locally or imported, must obtain a certificate of authenticity through SIRIM QAS International, which was appointed as the party responsible for certifying and issuing product compliance labels for that purpose, Armizan said.
The Malaysian government has given oil manufacturing companies six months to comply with the directives regarding the gazette order that began on October 11, 2024.
“KPDN [the ministry of domestic trade and cost of living] in collaboration with SIRIM has been organising engagement programmes since 2022 involving almost all major players in the motor vehicle engine oil industry in the country. Strict action will be taken against any importing company, distributor, [or] seller who sells uncertified products and does not have a valid compliance label from the authorities,” Armizan said.

Some consumers are happy to buy genuine parallel imported oil not meant for Malaysia market as they are priced much cheaper probably due to local official distributor charging a high margin for the same/similar product. Eg S brand engine oil at L brand hypermarket.
This measure will mean consumers will be left with Sirim certified genuine oil and continue availability of counterfeit oil as counterfeiter will just update the counterfeit Sirim labelling.
Meanwhile, parallel imports of genuine foreign market engine oil would become illegal as they are not Sirim tested. Robbing consumers of choice!

Good parts on the govt to initiate this actions and they should called on all online platform players to ensure those selling on their platforms to follows this guideline.
