    The East Klang Valley Expressway (EKVE) has been launched today by Malaysian prime minister Datuk Seri Anwar Ibrahim, with works minister Datuk Seri Alexander Nanta Linggi. The Section 1 alignment of the highway will be open to public from 6am tomorrow, August 30, 2025, and passage along the highway will be toll-free from its opening until 11:59pm, September 30, 2025.

    The EKVE is a dual-carriageway with two lanes in each direction, and includes four interchanges. These are the Sungai Long interchange, Bandar Mahkota Cheras interchange, Hulu Langat interchange and the Ampang interchange. The highway also features four toll plazas and two lay-bys.

    This highway employs a closed-toll system, and each of the four toll plazas is equipped with radio frequency identification (RFID) and automatic number plate recognition (ANPR) systems, in line with plans for the future implementation of multi-lane fast flow (MLFF) highway operation in the future, said LLM.

    This highway alignment is part of the Kuala Lumpur Outer Ring Road (KLORR) that aims to disperse traffic around the fringes of the Klang Valley without requiring motorists to enter the city centre, according to the Malaysian Highway Authority (LLM). This is anticipated to shorten travel times from Ampang to Kajang to 20 minutes compared to currently available routes, LLM added.

    The opening of this highway alignment offers motorists an easier alternative route from Kajang and Semenyih to Hulu Langat, Bandar Mahkota Cheras and Ampang, and vice versa. This also provides connectivity to the Kajang-Silk Highway and the Sungai Besi-Ulu Kelang Elevated Expressway (SUKE) on Jalan Ampang, LLM stated.

    Section 1 of the EKVE is comprised of 16.8 km of the main carriageway and 8.4 km of connecting roads for the four interchanges, beginning at the Sungai Long interchange and ending at the Ampang interchange. The two lay-bys are located in Hulu Langat, and facilities offered include surau, toilets, food trucks and RFID fitment centres.

    Section 2, which will connect the Section 1 route to Ukay Perdana, is currently under active development and it will complete the full 39 km route as laid out in the original development plan, Nanta said.

    As we had reported earlier, the controversial East Klang Valley Expressway (EKVE) highway project had been given the go ahead, after being approved by the Ampang Jaya Municipal Council (MPAJ) back in August 12.

    Now, according to the Malaysian Insider, groundworks for the EKVE at Jalan Ukay Perdana (UKP) in Ampang, Selangor, will commence today (September 1).

    “The project will start with the widening of Jalan Ukay Perdana from two lanes to three lanes on the dual carriageway. During the project the concessionaire must ensure that there is no disruption to the traffic flow in the area,” said MPAJ president Abd Hamid Hussain.

    Hamid told the publication that the road-widening project will be completed in 2017 while the entire EKVE will be completed in 2019. “The developer has submitted a new traffic impact assessment (TIA) report and the forest reserve has already been de-gazetted for the expressway. Work at the forest will commence once Jalan Ukay Perdana has been widened,” he said.

    According to the publication, a representative from the Bukit Antarabangsa Resident Task Force, Dr Mohamed Rafick Khan is currently exploring its legal options.

    Rafick believes that the Selangor Menteri Besar Mohamed Azmin Ali should not have approved this project from the start. “The decision should have been made on the basis of facts and not opinions of the privileged few that have an interest in the construction of the highway. MPAJ did not do an independent impact study of the highway on the local residences,” he said.

    He went on to say “the highway design that was approved by MPAJ was based on this erroneous traffic impact assessment (TIA). We have shared Miros’s findings with the Malaysian Highway Authority, MPAJ and Azmin and yet they chose not to take note the serious implication for their actions.”

    “It appeared that they preferred to listen to the corporation. Let the record showed that Azmin, who is Bukit Antarabangsa assemblyman, has not given us an opportunity to be heard directly, despite many monthly requests since November 2014,” he added.

    He said that the Miros review stated that should Jalan UKP be integrated into the highway, there was an increased risk of accident and congestions on Jalan UKP and MRR2, not to mention the loss of LRT land reserve.

    Rafick is suggesting, based on the task force’s analysis, that the EKVE alignment that begins at Bandar Sungai Long (leading to the SILK highway), should ultimately exit at Bukit Belacan (Ampang Interchange) to ensure direct connectivity to the SUKE.

    “The SUKE then should be extended on an elevated platform on MRR2 all the way to Latar via UIA; this proposal will avoid the Ampang forest reserve as well as preserve the LRT lines and reduce congestion on MRR2. Jalan UKP, being a local road, deserves to be upgrade by the state or MPAJ as it is local authority road,” he said.

     
     
  • Controversial EKVE highway project gets the go ahead

    According to The Star, the controversial East Klang Valley Expressway (EKVE) project has been approved by the Ampang Jaya Municipal Council (MPAJ). Its council president, Abdul Hamid Hussain, said the project was approved during a special One Stop Centre (OSC) committee meeting on August 12.

    Speaking to the daily, Abdul Hamid said that “some of the conditions that the project developer Ahmad Zaki Resources Bhd (AZRB) must adhere to include submitting the latest Traffic Impact Assessment (TIA) study, verified by an independent body. A latest study of the Social Impact Assessment must also be submitted to the council, and AZRB must take into account improvements suggested by the residents in the proposed construction of the highway.”

    Abdul Hamid also mentioned that the highway builder must comply with approval conditions set by the Drainage and Irrigation Department, the Public Works Department and MPAJ’s Planning Department.

    The current approval is for Phase One of the expressway project, which is a 24.16 km stretch from the Sungai Long interchange to the Ukay Perdana Interchange. The expressway was initially gazette in the 2011 MPAJ Draft Local Plan 2020 (RT MPAJ), and at a cost of RM 1.55 billion, it is to be a closed toll system with toll plazas at each of the five interchanges.

    The Star spoke to residents of Bukit Antarabangsa in Ampang who are up in arms over the state government and MPAJ’s handling of the affair. The Bukit Antarabangsa Residents Task Force (BARTF) has told the daily that the various authorities have shown a lack of transparency, integrity and professionalism in dealing with their concerns.

    BARTF facilitator Dr Mohamed Rafick Khan Abdul Rahman said that despite several attempts to engage with Selangor Mentri Besar Azmin Ali’s office, MPAJ and its councillors, the residents had been frustrated with the lack of communication.

    Another BARTF facilitator, Brig-GeneralDatuk Mohd Arshad Raji also told the newspaper that the approval of the project was a betrayal to the residents. “We are the affected residents. How can they not have consulted nor informed us of the decision to approve the project?” he asked, adding that the residents would continue to protest against the project.
