Rented parking bays must be open to all after 6.30pm

The Petaling Jaya City Council (MBPJ) has stated that parking bays rented by business operators must be opened to the public after 6.30pm. This comes following enforcement operations conducted recently, whereby officers discovered several rule violations by shop owners, as reported by The Star.

For instance, ramps outside car workshops should be the removable type and not be a permanent fixture. These ramps can only be placed over rented parking bays leading to the shop’s entrance from 8am to 6.30pm from Monday to Friday.

“The parking bays must be vacated for public use after 6.30pm,” said MBPJ treasury assistant accountant Zay Iskandar, who added that some operators painted red boxes over council parking bays to show they’ve rented it, but some have done so illegally.

“The city council has a record. We found a shop that faked the red marker on the parking bay. We told the shop owner to rent the bays or face serious implications such as revoking their business licence,” he said. It was also discovered there are some that continued using bays even through the rental period have expired over two years ago.

Other infractions include painting over the yellow parking bays with black paint so motorists are tricked into thinking there were no parking spots available in front of the shop. The council often received complaints from the public on the lack of parking bays, Zay noted.

“For instance, ramps outside car workshops should be the removable type and not be a permanent fixture.”

unfortunately most of the ‘ramps’ are made up of concrete, how to remove?

This is not so bad. What is worse is during office hours, countless of bays are “reserved” by workshops. Go to Damansara Utama in PJ, you can see each workshop either put their cone or old tayar and reserve about 3 parking bays each.

I have complained before to the MBPJ, they say they cannot do anything. Then during lunch time I saw the same MBPJ officers eating lunch with the workshop owner laughing away and jollying together. During bill payment time, the workshop owner settle for everybody.

        Free lunch.

Political parties may change but the same corrupted Government servants still exist.

The Authorities should consider making auto workshops move to industrial estates. Operating in shoplots like now, they take up parking lots and dirty the surroundings and drains. The Enforcement Officers must be blind not to see it.

MBPJ should starts proactive enforcement at Damansara Uptown.
After 6pm those rented parking bay are occupied not just by 1 car but 2 cars double parked front and back.
Also shop office instructed their workers to stand at any vacant bay reserved for their few vans parking there overnight.

MPPJ need to look into those shop lot that is doing car service. They don’t have the parking lots in front of the shop rented, yet we can’t park there. Also, the popular cone style to book parking. kasih saman dia!

    • First, why do these PBT give license for a car workshop in shop lot. For me, those shop lot are not suitable for car workshops. Car workshops need proper designated area/zone to do business.

The idea of renting out public parking spaces goes against public interest. It has lead to inefficient use of space and spill-over congestion . City Councils may find it profitable, but it hasn’t considered time, environmental and efficiency costs to the public. City councils should review its purpose on this matter. Is it a For-Profit Entity or to serve the public? Either raise the rental price to reflect the social costs or be highly selective with the approvals. To me, only Clinics and Mechanics should qualify. Other businesses are just “legally” hoarding spaces.

Not forgetting all those illegal valet parking services. Please look into it. Shops that don’t rent a single parking lot but doing valet parking services and putting cones to book the parking space of public parking. Even after reporting it to authorities it looks like no actions were taken.
