DBKL announces ban on street parking, roadside vendors during peak hours to ease city congestion

Earlier, you read about the ban on heavy vehicles entering the KL city centre during peak hours, a move by the Federal Territories Ministry via DBKL to ease traffic congestion in the capital city. That is one of the short-term measures decided by a new task force set up to look into worsening traffic jams.

DBKL and the PDRM’s traffic department will step up “more drastic” enforcement during peak hours, which is defined as 6.30 am to 9.30 am in the morning, and 4.30 pm to 7.30 pm in the evening. Physical signboards and Variable Message Sign (VMS) have been set up to announce the heavy vehicle ban, and there are parking areas for the big lorries as they wait to enter the city.

Aside from the lorry ban, the task force – which is chaired by deputy FT minister Datuk Seri Jalaluddin Alias – also announced some medium-term measures to ease congestion in the city. This one involves regular motorists, you and me.

The task force has decided to ban curb side parking during morning and evening rush hours, and will seek to cancel street parking lots on main roads in stages. They did not elaborate on the coverage area of the street parking ban and what constitutes a jalan utama – we’ll see.

Also banned are hawkers and vendors on the road shoulders during rush hours. DBKL will also be cancelling vendor lots in stages, especially on the sides of main roads. The idea behind this is simple – vendors like to set up stalls in busy areas for the high visibility and footfall, and those who stop their cars to purchase from the vendors clog up traffic. Have you noticed the increased amount of new street vendors in commercial areas since Covid?

Other measures include the updating of signboards and the enforcement of yellow box offences at junctions. The latter is particularly annoying, as cars that shamelessly sit in the yellow box block traffic from all other directions, “wasting” their green light opportunity.

The KL traffic jam task force also recommends multi-use toll plaza lanes (Touch n Go, SmartTag and RFID for every lane) in place of the current dedicated lanes and tidal flow during peak hours.

There are six proposed long-term actions, and they are the improvement of first and last mile connectivity for public transport, better integration between highway operators and traffic management, the improvement of public transport such as the GOKL bus and campaigns to encourage the use of public transport, the improvement of support infrastructure (underpass, covered walkways, etc), and the enforcement of bus lanes in the city.

    Are they solving the underlying problem?
    Probably when they have diarrhea, instead of going to the doctor, they get contractor to fix the toilet bowl.

    No roadside parking means only drive through…so what is the purpose of driving there, might as well put a sign no entry to this area.

    Erm excuse me… go to Jalan Dungun in Damansara Heights and see what can be done. The laws on illegal parking are there but not enforced. If you enforce it, jams will lessen tremendously.

    • Yes. The cause of all the jam before scott garden. Just park in scott garden and walk out to makan. Can drive expensive car but cant even pay rm2-3 parking

    Lol this will cause even worse jams la dei.. rfid user will hog all lanes and reverse go reverse go reverse go.. and tng ones will hog up all lanes as well, greatly affecting the smoothness of smart tag lanes. What’s better is do alternate lanes.. tng RFID tng smart tag RFID tng smart tag

    Tens of thousands drive from klang and shah alam into PJ and KL city centre as well as neighbouring areas. The congestion is as early as 6.45am, yes its that early beginning after the batu 3 toll area until after sunway penang bridge. Why people still don’t want to use public transportations one may ask?

    Why not govt
    1. Create public EV mini bus services that ply the entire length of federal highway. The frequency rate? Every 3 minutes.
    2. Convert the fast lane of federal highway specifically for that EV bus use only. Built simple stations with overhead walkways to reach the roadside.
    3. Provide feeder bus (also EV) to connect to each stations (I suggest every interchange at the federal highway, namely Kerinchi, PJ state, Jalan 222/Templer, Sg Wei, Subang airport, USJ, Batu 3 etc).

    To succeed in this
    1. Fare must be super attractive. RM1 sounds good enough if its efficient.
    2. High frequencies may eliminate the need to wait longer or need to stand for the entire journey which ca be tiring.
    3. Feeder bus service means reduce the need for people to reach station and park.

    The LRT service doesn’t provide much solutions. Tell me if you are staying in klang and want to putrajaya by that service…. do you know how long does it take? Its end to end of the line with so many stops in between which can take you more than 2 hours. Not smart.

  • Only in the great country of Malaysia do we blatantly ignore “no parking” signs and road marking. It takes a hot topic like the recent congestion for authorities to take action. Even then (pessimist here), will there be proper enforcement? *shrugs*
