Fuel subsidy rationalisation begins: diesel up by 56%, or RM1.20, to RM3.35 per litre from midnight, June 10

The government has kicked off its fuel subsidy rationalisation programme with the announcement that diesel prices in Peninsular Malaysia will be floated, and will retail at RM3.35 per litre starting from midnight on June 10 (Monday).

This means that from tomorrow, the price of Euro 5 B10 and B20 diesel in the peninsula will cost RM1.20 (or 56%) more than the current capped price of RM2.15, which has been in place since February 2021. While not mentioned in the press statement, the price of Euro 5 B7 – which presently costs 20 sen per litre more – should be adjusted to RM3.55 per litre.

According to finance minister II Datuk Seri Amir Hamzah Azizan, the new retail price of the fuel is based on the automatic pricing mechanism (APM) formula for the month of May. He added that under the targeted diesel subsidy implementation, the government has set diesel fuel prices for eligible sectors as follows:

  • Subsidised Diesel Control System (SKDS) 2.0, which provides fleet cards to eligible logistics vehicles to mitigate the impact of the diesel price on consumer goods prices, is set at RM2.15 per litre.
  • Subsidised Diesel Control System (SKDS) 1.0 for land public transport, including school buses, express buses, ambulances and fire engines remains at RM1.88 per litre.
  • Subsidised diesel for fishermen is maintained at RM1.65 per litre.

The price float for diesel follows on the announcement made by prime minister Datuk Seri Anwar Ibrahim on May 21 that the government was set to implement targeted fuel subsidies, starting with diesel in the peninsula, with that for Sabah and Sarawak to be set aside until later. For now, diesel remains priced at RM2.15 in Sabah, Sarawak and Labuan.

The removal of the blanket subsidy for diesel will see targeted subsidies being dispensed via the Budi Madani assistance programme. Announced on May 27, the programme is open to private owners of diesel-powered vehicles as well as agriculture smallholders in Peninsular Malaysia, with eligible recipients in both categories set to receive a RM200 monthly sum in financial assistance.

It is worth noting that the RM200 aid will cover the first 167 litres of diesel. If you use any more than that per month, your fuel spend goes up. For a typical diesel pick-up doing around 10 km/l, that works out to an average mileage of 1,670 km per month before the “subsidy” runs out.

In any case, those whose applications for diesel subsidies have been approved by June 3 will soon be receiving their first Budi assistance payments. “The first batch of more than 30,000 recipients will receive their Budi Individu and Budi Agri-Komoditi payment of RM200 into their bank accounts on June 10,” Amir said via a statement.

The bigger question is of course how this will play out elsewhere beyond the fuel equation, in terms of the price climbs that will surely come, but the effects should be seen soon enough.     The system is not fully ready yet. Some companies that are approved for the subsidy are still not getting their fleet card yet(?).

    As for the individual truck owner, not sure whether they have received their have received their RM200 in their account or it will be paid at the end of the month?

    Whatever it is, diesel rationalization is good to ban smugglers but at the same thing, the implementation of handling out subsidy to the companies that are qualified need to be dealt smoothly.

    Mad scramble to fill up diesel tonight.
    Surely,resale value of diesel guzzling vehicles will go south…people will adopt a wait n see attitude b4 buying diesel vehicles.
    I wonder how the 4 Billion Rm of subsidy savings will be spent.
    Is it going into someone’s brainchild project of vending machines ,special projects to so called help petty traders,training stints for unemployed graduates etc.
    Of course,along the way,some vvips “might”,benefit .
    Anyway,lets wait for the huge backlash..if there is any.
    Make no mistake,those dudes who cant get any madani diesel bantuan,will pass on the increase costs to the supply chain.

    Anwar mendakwa kerajaan sekarang tidak dapat menangani isu harga minyak kerana mereka yang berkuasa sibuk bekerja untuk menyelamatkan karier politik masing-masing.

    Ini, tambahnya, bertentangan dengan PH yang menumpukan usaha menjaga kebajikan rakyat.

    Pada 2008, Anwar berjanji kepada orang ramai bahawa gabungan parti pembangkang yang dipimpinnya ketika itu akan menurunkan harga minyak sebaik sahaja mendapat mandat untuk mentadbir negara.

      Surely heavy and bulky gas guzzling MPVs (Innova) and SUVs are going to take a huge hit to the Resale Value because nobody wants to buy it. Be it diesel or petrol. Petrol price bomb is coming in 2 months time.

    This implementation sucks.
    First, Sabah and Sarawak got exempted. You mean East Malaysia doesn’t have smuggling?
    Second, multi-stage implementation means multiple price increases and inflation .

    And potential benefits? Government says the potential savings can be channel to other usage… like what? Sounds like an after thought. Equally those money could be used as subsidy to control inflation, no? Just need to control the smuggling abit better.

    business man all so smart…they already increased prices before the diesel price floated…..yesterday went out to eat my favourite mee…stall owner already increased RM1 each plate…haha….so now so chance/less chance to catch em on price increase after diesel floated….they are one step ahead of the incoming price float….

    later when the petrol price floated …they will do the same….increase first before the floated price kicks in…memang pandai…habis la rakyat

    All my cars are diesel. I’m converting them all to Flintstone cars…

    On a serious note, since the bulk of the leakage is due to smuggling, the gov should’ve removed the subsidies for diesel & petrol at the same time, but give EVERY Malaysians the RM200 subsidy, regardless whether one is B40, M40 or T20. Over time, can reduce or remove the RM200 subsidy from the T20. By doing this, the smuggling issue is tackled and less complaints from the people.
