Gov’t finalising amendments to Road Transport Act 1987, set to impose heavier penalties on Mat Rempit

The transport ministry says it is finalising amendments to the Road Transport Act 1987 (Act 333) to introduce clearer provisions aimed at curbing the Mat Rempit menace. According to deputy transport minister Datuk Hasbi Habibollah, the amendments would address aspects such as careless and dangerous riding as well as illegal racing.

Speaking in the Dewan Rakyat, he said that the government has been looking at how to tighten existing laws to introduce harsher penalties for illegal motorcycle racing, aimed at serving as a deterrent to such activities.

“The draft bill for the amendment of Act 333 has been brought to the attorney general’s chambers,” he said, responding to a question from Pang Hok Liong (PH-Labis) on the most effective measures to curb Mat Rempit activities.

Hasbi said that the ministry has also been actively tackling the issue through various measures. Among these are Op Samseng Jalanan operations, monitoring through social media as well as awareness campaigns, The Star reports.

He said that the road transport department (JPJ) is also working with the ministry of domestic trade and cost of living (KPDN) to curb the sale of non-compliant and modified motorbikes. Additionally, motorcycles seized due to illegal racing and extreme modifications will also be disposed of.

“Disposing of modified vehicles seized will be a lesson for motorbike users. This is because several mat rempits are not worried when their vehicles get seized as they know the seized items will be returned,” he explained.

In the past, road safety experts have called on policymakers to amend the legal framework to ensure harsher penalties are imposed and the designation of Mat Rempit is more clearly defined. In 2022, the government said it was looking to impose heavier penalties on those involved in illegal motorcycle racing through an amendment of the Road Transport Act 1987, but under Section 42 of the act.

      By the time they replace all the modified parts, the only part that they don’t need to replace is the chassis.. I think it’s a waste of time to restore the bikes to normal spec.
      – engine – modified, often with some porting
      – seat – modified with narrower, shorter seat
      – rear swingarm – modified to be lighter and devoid of rear brake
      – wheels – lighter and narrower with “tayar sotong”
      – exhaust and intake – modified with free-flow noisy pipes
      – fairings – removed
      – front headlight – removed or modified

      1.Mandatory jail sentence at least 10 years.
      2.License gantong for life
      3.Jail and fine bapak /emak of mat rempit for “loaning” killer machines to underage anak.
      4. All confiscated bikes..hoist it to 100m like Jeremy Clarkson..n smash it by gravity drop…live video feed to netizens.
      5.Jail all participants,organisers,even cheercrowd dudes.
      If besok lusa,kami akan memantau..then this menace will continue for another generation.

    Cases to immediate scrap vehicle and impose driving and vehicle ownership ban…

    1. Blatant illegal modifications (obvious modifications that can’t even be a mistake)

    2. Participation in illegal Street racing

    3. Exhibition racing (YouTuber TikTok genting runners, etc)

    4. Driving when under license suspension (who cares whose car it is)

    5. Multiple records of blatant disregard of traffic rules like ignoring traffic lights.

    Start a gov site for public to submit dashcam videos of traffic violations and act on them.

    Strike fear in those idiots so that the road will be safer for those who follow the law.

    Certain lane-splitting tyranny motorcyclist very taboo and furious when there’s a car in front 20 meters away switches on the side indicator blinker requesting to cut into lane for sure will gets honk blasting and a final kick slap on the side mirror or door or side window!

    Other thank confiscating and disposing off these motorcycles, they should be banned for life from owning a bike and license.
    This should also impose on to the parents of those age below 18.

    Also can make them wear special shirts and carry out community service like cleaning the roads and streets for at least a year.

    Such society nuisance.

    Do not dispose, bike theft will increase multi fold.
    Rempits are to restore the bike to original at their own cost and authority to the bike back to them. Restore only at PDRM or wherever it is the bike is held.

    Also….community service. Rempits have too high of a pride to do that.

    Once the bike being seized, PDRM and JPJ immediately notify the General Insurance company to avoid false theft claim.

    Mostly all this bikes still got loan with motorbike shop which I could say some of them expert in motor claim.

    Dont forget there is some judge that claim the basikal lajak case is the fault of the driver and seems like the driver needs spiderman reflexes at at wee hours in the morning. So guess there will always be fan.

    Community service, at the place where rempit is “kenal” by the people around. Places like where they stay, their school, mamak area at night where all the rempit is gathering, etc.

    Make sure comes with big banner on the vehicle “Rempit Cuci Longkang”, cannot wear mask to cover face, let ppl know they are coming, make rempit lose face, hurt their pride. Seeing this, other rempit will think twice when they want to do something “funny”.
