JPJ seizes <em>sambung bayar</em> Toyota Camry Hybrid in Ops Luxury – no valid docs, owner to face legal action

Sambung bayar deals have been around for a good while, and the illegal practice has found many adopters, not surprising given the allure for both the vehicle owner and person paying for its use, for different reasons. It sounds dandy, but there have been enough cases where the contract hasn’t ended in pleasant fashion for either the “buyer” or the owner of the vehicle.

The latest case where the pawning turned sour – mostly for the owner – happened in Kedah yesterday, when a Toyota Camry Hybrid was seized by the road transport department (JPJ) during an Ops Luxury operation carried out by enforcement officers at Kilometer 1, Jalan Sungai Ular–Taman Bestari, Kulim.

Inspection found that the vehicle was being run under a sambung bayar scheme and had no valid road tax (LKM) or valid insurance coverage. Following this, a P22 summons notice and a confiscation notice were issued under Section 64(1) of the Road Transport Act 1987, and the vehicle was hauled off to the Kulim branch JPJ confiscation depot for further action, according to a posting by the state JPJ on its Facebook page.

The department said that action would also be taken against the vehicle owner for allowing the offence to occur. In this case, the negligence is on the part of the owner, as it’s the latter’s responsibility to ensure the road tax and insurance is renewed for the vehicle he or she owns. This covers all the saman obtained by the vehicle, regardless of who drives it.

The advice to those thinking of pawning their vehicles and to those wanting to “own” a fancy ride under a sambung bayar scheme remains as it always has been – don’t do it. It’s illegal and full of pitfalls.

  • The risk is on the owner. Not the user. Why is it cars with no road tax are seized but motorbikes are given summons?

    • Since when? Usually it’s cars that get summons because JPJ lazy to call tow truck. Motorbikes are easy to load onto JPJ trucks.

  • Samsung bayar is a private arrangement between willing buyer willing seller although it’s illegal and not enforceable in court. The contract violates the hire purchase agreement. It between the bank and the hirer. Nothing to do with JPJ as it cannot act as an agent for the bank.

    Many owners bite off more than they can chew when buying cars. There are vehicles less than 1 year old offered for sambung bayar because the owners underestimated the costs of owning a car. Usually they sangkut when the car need insurance and road tax renewal.

    Really can’t understand why people will still buy this Sambung bayar? You paid more than the 2nd hand market value. The money that u paid you can go used car dealer to buy, so much cheaper!!! 2026 still so many NOOB out there!!!

    Saw someone posted X5 F15 Hybrid in FB wanted 70k for deposit, 7years loans left installment 3k. That car only cost less than 70k in the market and yet people asking for Sambung bayar?!?! LMAO!!

      those who took sambung bayar scheme is because themself not eligible to take loan because blacklisted. also they obviously dont have one huge lump sum of cash but they can afford 2-3k monthly installment

      It’s quiet, spacious, well equipped safety wise and got enough power to move around. With prices around 50-60k now, Camry Hybrid is good option even when compared to 100k new cars like the Vios and City. Just make sure the battery pack is still in good health or already replaced with genuine one by Umw.

    like someone said, its a lease to own concept, just that sambung bayar isnt taxable LOL. if it cant be taxed it falls under illegal trade and services.

    so if want to do sambung bayar, just register to company, and pay tax, immediately itll be legal. and rebrand to pay to own scheme.

      its not lease to own concept because the no matter what , even if loan paid off by the renter, the car will still belong to original owner.
