The road transport department (JPJ) will no longer set key performance indicators (KPIs) for the number of summonses issued by its enforcement officers, reported The Star.
The department will shift its focus from the number of fines issued to improving compliance and road safety, said JPJ director-general Datuk Aedy Fadly Ramli. Enforcement operations would prioritise patrols, monitoring and preventive action instead, in order to reduce the risk of road accidents.
“Our focus is not on issuing summonses but on ensuring compliance and reducing the risk of road accidents. The enforcement division will review the summons KPI that was previously set,” he said, saying that the move by JPJ follows the policy direction of the transport ministry to strengthen enforcement strategies that deliver greater impact on road safety.
Enforcement officers would instead be assessed on the effectiveness of operations and safety outcomes, rather than the number of summonses issued.
Last month, transport minister Anthony Loke stated that the key performance indicator of the road transport department (JPJ) is the reduction of fatal accidents, and not the number of summonses issued to motorists.

JPJ should revamp the draconian and dated test for motorbike riding license. One of the nonsense is learners still and must using hand signals that is only suits scooters era in 50’s which were yet to be equipped with turn indicators.
Another rule of the test is leaners must park their bike in a double stands position at the end of the test. If they forget to do just that by parked in a single stand position instead they will fail the test. I was one of the learners who got failed by a JPJ tester some 30 years ago because of the rule.
People question is, in the real world why JPJ or JSPT never issues ticket to bikers parking their bikes in a single stands if parking in double stands is mandatory and very important that bikers must obey? Is double stands park makes bikers safer? Or will it prevent bikes from thieves?

Very simple things JPJ needs to address the public
1. Switch on headlamps whenever it gets dark, including in mall parkings.
2. Do not use fog lamp when the weather is clear.
3. Seatbelts at the back.
4. Child.seat or seat boosters to enable.children wearing adult.seatbelts.
5. Do not use hazard lights when driving in poorly visible conditions. If you feel not safe, stop driving. Hazard lights are meant for emergency situations involving stationary vehicles, not moving ones.
6. Stricter actions against noisy exhausts, even factory fit especially 2 wheels.
7. Many drivers cannot stick to their lane in corners. They feel the lane is going small when actually the width is all same, its just visual. Because of this they will cross into the neighbouring lane (worst is opposite lane towards oncoming traffic) endangering other road users.

Bad idea. The impound yard will be full with no easy path to auction off vehicle that owners not coming to claim fearing more charges against them.
