It’s something not many road users think about, but when toll fares are stable, and when there are no price hikes, it’s because the government is compensating toll concessionaires with public funds. It’s not an ideal situation, and there’s only one real winner – the toll companies with their black and white agreements.

How long can the government continue to absorb the difference in the toll fares charged to the rakyat versus the actual rates the concessionaire can legally charge, based on their concession agreements?

Works minister Datuk Seri Alexander Nanta Linggi said any decision must be made by the cabinet, explaining that the matter involves broader financial and policy implications for the government, and that the current suspension of reviews is intended to maintain existing rates to ease the burden on the public.

“Because if it’s based on the agreement, these toll rates are due for a review upwards, meaning toll rates would increase,” he said today, reported by Bernama.

“Since the public may still be burdened with rising living costs, the government is currently holding back and asking companies to postpone any upward review of toll rates. The public should understand that when toll hikes are deferred, it is the government that pays,” he added.

Recently, it was reported that toll compensation has cost the government RM7.7 billion since 2016, and RM591.56 million from the public purse has been allocated to prevent toll hikes on 10 highways this year.

“We are essentially subsidising private vehicle use at the expense of all Malaysians, including those in rural areas, public transport users and households without private vehicles. For motorists, the benefit is immediate and visible: no toll increase. But is this the most effective use of limited public funds at a time when Malaysia’s transport system, and its public finances, are under increasing pressure?” said MY Mobility Vision co-founder Rahman Hussin.

“When you look at the compensation figures, they could easily fund thousands of additional daily bus trips in major urban corridors for a year. This money could also be used to expand feeder services that determine whether public transport is viable for working households. Instead, it is deployed as a recurring operating expense, one that stabilises toll rates without expanding transport capacity or reducing long-term demand,” he added.

        Seems you all have memory loss here.. Looks like everybody has forgotten that it was during the PM4 administration that the contracts between the govt & the toll concessionaire companies were drawn up in such a way that those companies will get compensated by the govt, should toll collection be ended prematurely before the stipulated time period. Unfortunately, these contracts are still legally binding, regardless of which political party or coalition takes over the government.

      Looking back, the PM6 administration agreed to pay MRCB RM1.325 billion as compensation to end the Johor EDL toll, and pay RM2.2 billion to PLUS as compensation to end the Kedah Bukit Kayu Hitam toll and the Selangor Batu Tiga & Sungai Rasau tolls on the Federal Highway at the beginning of 2018. It was estimated that it would cost the government RM30 billion to end all highway tolls. Therefore, if the PM7 administration had ended all highway tolls, it would have RM30 billion less to fund subsidies and other programs for the rakyat.
      Jalan Genting Highlands is actually a private road that started out as an access road built by the Genting Group during the 1960’s & 1970’s. Therefore, neither the federal nor state governments have any jurisdiction over it, and the decision to impose toll was made by the Genting Group.

        Genting highlands was bequeathed by the Sultan of Pahang, it doesn’t belong to Lim family to charge tolls as tolled roads are under federal Govt purview and only they have the right to grant concessions to raise a toll.

        The fact that its now approved shows this arsehole corrupted PH Govt is in cahoots with Genting when all these while the road is meant for public access.

          The Genting company was formed in 1965, and during the next 5 years, it had progressively received approvals for the alienation (pemberimilikan tanah) of up to 12000 acres of land from the Pahang state government and up to 2800 acres of land from Selangor state government. It had also started work on the construction of the access road from Genting Sempah to the peak of Mount Ulu Kali, which is the present day location of the Genting resort, and that access road is now known as Jalan Genting Highlands.
          Therefore, it is no surprise that this Genting company has publicly declared its full ownership of Jalan Genting Highlands as a private road on its Resorts World Genting website, without any fear of legal action by the Pahang and Selangor state governments.
          Don’t worry if you are not aware that the above-mentioned had actually happened, because it was over 6 decades ago & it’s likely that you weren’t even born yet. That’s why many people including yourself have been told lots of unsubstantiated stories by other people who have also heard similar stories over the 60+ year period.

          You foolishly forget that in order to first identify the rakyat who is eligible for subsidised RON95, the IC has to be used via electronic chip verification, and how can there be selling of IC details when JPN already has the database.   • Why make it look like they’re doing a favour? Public funds come from the tax payers anyway. We still pay, just got a few cronies who collect before the highway concessionaires. Want to make it fair? Stop compensating, let the toll prices go up. Those who use, pay. Take the savings and build schools and public transport infra.

      Then it will have to go back to JKR. And some brilliant centenarian ex-PM back in the day didn’t want to shoulder that, didn’t want more people working in JKR and wanted to make his cronies have the ability to print money for generations. Then fast forward to now, all these brilliant politicians can bulat bulat say Malaysians don’t want to do 3D jobs, so must bring in foreigners. All because gomen can’t employ foreigners en masse (looks bad for them politically), private companies can employ and pay them pittance, and even that pittance ringgit flows back to Bangladesh/Indonesia/Myanmar and our economy suffers.     Tax money is collected from everyone, but not everyone use highway equally.

    Don’t use everyone paid tax money to compensate toll operator.
    Who use the highway, pay for it. No need quota & discount. Include motorcycle because they also use.
