Four new MV15 (B5 Ownership Transfer) inspection centres appointed by MoT to ease Puspakom backlog

The Ministry of Transport has appointed four new Motor Vehicle Inspection Centres to carry out MV15 (previously known as B5) Ownership Transfer inspections, with an aim to reduce congestion at Puspakom branches, according to NST.

Unlike the previous new licenses issued in the past which allows a company to operate as a Puspakom alternative, these companies will only be able to offer the MV15 (previously known as B5) Ownership Transfer inspection.

This means that for transactions where the buyer wants to get a hire purchase loan for his used car, the buyer will still have to use Puspakom as an additional B7 Hire Purchase inspection is required.

As the B7 inspection is related to the Hire Purchase Act 1967, it likely falls under the purview of the Ministry of Domestic Trade and Costs of Living and not the Ministry of Transport.

MV15/B5 inspections are currently priced at RM30 while B7 inspections are RM60. The B7 inspection was introduced in 2011 and is a more thorough check compared to B5 which is why it is double the price.

The four new companies who can conduct MV15/B5 Ownership Transfer inspections are Carro Technology Sdn Bhd, Carsome Academy Sdn Bhd, Wawasan Bintang Sdn Bhd and Beriman Gold Sdn Bhd.

Transport Minister Anthony Loke says the initiative is part of the government’s strategy to expand the availability of inspection services in the market while addressing the long-standing issue of overcrowding at centres that also handle routine checks for commercial vehicles.

This way, with the load of MV15 (B5) ownership transfer inspections reduced at Puspakom, more resources can be used to focus on ensuring commercial vehicles are safe and road-worthy.
