JPJ’s new ebaki system to sell expired number plates

The road transport department (JPJ) is developing an online system called ‘ebaki’ for the sale of expired number plates, Bernama reports. The system will be developed under the JPJ Digital System Development Project, says the Auditor-General’s Report (LKAN) 3/2025 on the government’s 2024 financial statements.

“Currently, its development is at the system requirement studies (SRS) stage and expected to go live in October 2026,” said the report, which was tabled in the Dewan Rakyat yesterday.

The report goes on to reveal that JPJ collected RM1.648 billion from the sale of number plates from 2022 to 2024, and that if blocked and inactive numbers were offered at a minimum price, an estimated RM115.96 million at least could be collected further.

There were 375,792 unsold expired numbers and 134 blocked numbers offered at the minimum price as of 2024, which could respectively generate an estimated additional revenue of at least RM112.73 million and RM795,150, the report said.

It added that of the 219 applications to reclaim expired registration numbers, 12 approved applications were only charged a RM10 service fee, compared to a possible RM23,100 in revenue if sold at the minimum price (RM300-RM20,000 based on Current, Popular, Interesting and Premium categories), noting also that the pricing basis for nombor baki (remaining numbers) was not uniform between the state JPJs.

The report recommended that JPJ offer inactive numbers to the public and lock in the minimum price according to the stipulated categories through MySikap for more publicity, and review its standard operating procedures and the Special Committee on Registration Numbers’ jurisdiction to ensure the maximum revenue is collected and to prevent revenue leakage.
