    Government aiming to complete 55 new flood mitigation projects by 2030 under RMK13 – Fadillah

    The government is aiming to complete 55 new flood mitigation projects (RTB) by 2030 as part of its national resilience strategy. According to deputy prime minister Datuk Seri Fadillah Yusof, this is a significant increase over that previously, when only 17 such projects had been completed up to 2024, marking a significant acceleration of the country’s effort to improve flood prevention.

    Speaking in the Dewan Negara, he said that the flood mitigation and adaptation strengthening agenda forms one of five key objectives under the 13th Malaysia Plan, or Rancangan Malaysia Ketiga Belas (RMK13), which was outlined by prime minister Datuk Seri Anwar Ibrahim in July.

    Construction will begin on four dual-function retention ponds and twelve new integrated river basins under RMK13, Bernama reports. Additional targets include protecting 846,000 more residents from the ravages of floods, raising the total protected population to one million compared to the previous 154,000.

    The RTB is also expected expected to increase around 1,400 sq km of land from the effects of flooding during the implementation period. “The implementation of all strategies and initiatives under the 13MP will be monitored transparently, systematically and comprehensively to ensure that the benefits from outcomes can be enjoyed by the people,” he said.

    Fadillah said that while structural and non-structural flood measures have been implemented nationwide, high infrastructure costs and unintegrated adaptation measures continue to be remaining challenges. He said that land acquisition issues along river stretches and utility relocation works also present significant constraints to project progress.

    The tabling of the 13th Malaysia Plan, or Rancangan Malaysia Ketiga Belas (RMK13) by prime minister Datuk Seri Anwar Ibrahim in Parliament today has revealed plans for the upgrading of highways and roads nationwide, as part of the government’s plan and budget for the next five years until 2030.

    Upgrading works will be carried out on a number of highways, including the PLUS highway for the Senai Utara – Machap stretch in Johor, and the Juru – Sungai Dua stretch in Pulau Pinang, as well as the construction of the Lebuhraya Lingkaran Tengah Utama (Central Spine Road) in Pahang and Kelantan.

    Roads in rural areas will also be given attention, with the upgrading and construction of 2,800 km of rural roads to be carried out as part of the 13th Malaysia Plan. This will include the main route from Nanga Serau to Nanga Seranau in Kapit, Sarawak, the route from the Sungai Air Tawar bridge to Hutan Melintang in Bagan Datuk, Perak, as well as in Pos Sinderut in Lipis, Pahang.

    Meanwhile, RMK13 also sees the inclusion of the road-to-rail initiative that is aimed at shifting rail use for cargo from 6% to 13%, while at the same time aiming to reduce the risk of road accidents involving road freight.

    Prime minister Anwar Ibrahim has announced at today’s 13th Malaysia Plan or Rancangan Malaysia Ketiga Belas (RMK13) tabling that over RM20 billion will be allocated for 103 flood mitigation projects (RTB) nationwide, including upgrading the early flood warning system to be AI-based.

    The RTB locations include Selangor’s Sungai Langat and Sungai Buloh, Kelantan’s Sungai Golok, Negeri Sembilan’s Sungai Gemencheh, Tampin, Melaka’s Sungai Baru, Johor’s Johor and Muar River Basins, Pahang River Basin and Sarawak’s Kuching City.

    A National Climate Change Bill will be gazetted and a National Adaptation Plan will be introduced to strengthen Malaysia’s preparedness for the impacts of climate change, while disaster risk management plans will be included in state structure and local plans to tackle the problem at the urban planning stage.

    The government says that by 2030, the RTB is expected to increase around 1,400 sq km of land from the effects of flooding and shield one million people from the annual ravages of floodwaters.

    The works ministry recently revealed that floods caused RM94.17 million in infrastructure damage (mostly roads) last year, and that’s before one even considers the unquantifiable impact on lives and livelihoods.

    Prime minister Datuk Seri Anwar Ibrahim has tabled the 13th Malaysia Plan or Rancangan Malaysia Ketiga Belas (RMK13) today in parliament. RMK13, which has the theme ‘Melakar Semula Pembangunan’ (reshaping developmemt), is the government’s plan and budget for the next five years, till 2030.

    Anwar, who is also finance minister, said that RM611 billion will be required to make RMK13 a success. Of this total, RM430 billion will be the government’s allocation for development, while RM120 billion will be contributed by GLCs and GLICs, with the remaining RM61 billion from the private sector via public-private partnerships (PPP). Of the RM430 billion, over half (RM227 billion) will be channeled to the economic sector to spur growth.

    The PM touched on public transport in his RMK13 speech, announcing a boost in hardware for urban public transport. He mentioned an extra 300 units of DRT vans (Demand Responsive Transit, now called Rapid KL On-Demand) and 1,200 units of buses to improve first- and last-mile connectivity. That refers to getting people to and from the train stations to their homes.

    In January, transport minister Anthony Loke said that DRT vans is a hit and announced that Prasarana will be introducing 300 more vans, so today’s announcement is PMX restating the existing plan.

    As for the buses, earlier this month, a batch of 310 new diesel-powered buses joined the Rapid fleet, with the order being the last for internal combustion engine-powered buses. In January, Prasarana said that it was ordering 250 electric buses and there will be more to come for sure. Outside of the big cities, the federal government is expanding BAS.MY stage bus services.

    Anwar said today that train frequency will be improved with the addition of 217 passenger train sets. He did not elaborate on the type of type of trains, but ongoing rail projects include the LRT3 a.k.a. Shah Alam Line (scheduled to start operations on September 30), the East Coast Rail Link (ECRL, ready by January 2027) and the recently-approved MRT3 a.k.a.     Prime minister Datuk Seri Anwar Ibrahim is tabling the 13th Malaysia Plan or Rancangan Malaysia Ketiga Belas (RMK13) today in parliament – the government’s plan and budget for the next five years, until 2030.

    One of the items concerns land border crossings – infrastructure projects such as the Rantau Panjang-Sungai Kolok bridge (Malaysia-Thailand), the Sabah/Sarawak-Kalimantan road network (Malaysia-Indonesia), the Rapid Transit System (RTS) Link (Malaysia-Singapore) and the Perlis Inland Port (Malaysia-Thailand) will continue.

    Also set to be upgraded are the Bukit Kayu Hitam and Rantau Panjang Immigration, Customs, Quarantine and Security (ICQS) complexes plus Customs, Immigration and Quarantine (CIQ) facilities in Sabah and Sarawak.

    It was reported in May that the RM141.57 million BKH ICQS project will build a 900-metre six-lane dual carriageway, a 300-metre service road to the Bukit Kayu Hitam general operations force’s tactical headquarters, the final control post building and a covered entrance gate. It will also demolish old buildings and facilities and build new structures for Bukit Kayu Hitam’s 5th Battalion Camp of the Border Regiment.
