The transport ministry has given Puspakom the green light to appoint reputable private workshops to be its agents, Bernama reports. The move is catered at expanding the company’s reach and services to rural areas.
Deputy transport minister Datuk Abdul Aziz Kaprawi said the ministry has authorised the action, which will be implemented in a month’s time. He said that the method is more cost effective as compared to setting up Puspakom branches.
“This will also give an opportunity to the selected workshops to expand their business. However, they must abide by the conditions set by Puspakom,” he explained.
Puspakom is a computerised vehicle inspection company authorised by the transport ministry to ensure vehicles are roadworthy, and it can carry out all inspections outlined under the Road Transport Act 1987.
These include routine, special, transfer of ownership and voluntary vehicle inspections. The latter covers engine and chassis number validation, above-carriage and under-carriage inspection as well as a brakes and suspension test, among others. Fees and charges for inspections vary, depending on the type of inspection that has been carried out and the type of vehicle being inspected.

Puspakom is a horrible and unfriendly place to do inspection. Staff are overworked, rude and very moody.
Many people just let runners do inspection for them. I usually pay extra for their mobile service to come to my place do to their so called inspection.
Is the volume viable to cover the substantial investment cost e.g. centre setting up, equipment cost, maintenance, manpower, certification, accreditation, calibration etc.? Bear in mind, mandatory inspection in the country is only applicable to commercial and public vehicles, HPI for used cars and does not cover private vehicles. What’s the ROI projection?

Yes bro, is B5 ownershio transfer volume viable / justified to cover the subtantial investment cost, not only infra, equipment. facilities and manpower, but compliance cost as well. And you have to factor in existing inspection fees and volume. Unlike PLUS (Gov is required to compensate the Concessionaire if the Gov doesnt grant revision in toll charges) PUSPAKOM dont have the luxury to raise its inspection fees. How long for the so called franchisees are able to get ROI?

Wait what are “reputable” workshops. Only 10% of workshops are trustworthy. The most important thing is remove discretion in approval. Clear, unbendable rules in approving. A fixed, low, reasonable charge for inspection. Lorry operators and mechanics are salivating with glee at the thought of more under table opportunities in colluding workshops probably owned by the same operator.
