MIROS: Motorcyclists should not use emergency lane

A recent incident showing a collision between a car entering the highway emergency lane and a motorcycle has gone viral and elicited outrage amongst Malaysian road users. This has prompted the Malaysian Institute of Road Safety Research (MIROS) to issue a statement saying motorcyclists should not use the emergency lane.

According to road rules and regulations, no vehicle should occupy the emergency lane on any highway as it is reserved for the exclusive use of emergency vehicles and during accidents and breakdowns. Unauthorised use of a highway emergency lane is gazetted as an offence and subject to a summons or compound, a topic paultan.org touched upon before here, back in 2017.

MIROS Director-general Dr Khairil Anwar Abu Kassim has come out to say this also includes motorcycles. He further explained that in the context of safety, it is better for motorcyclists to be separated from larger and heavier vehicles, especially if they are forced to use the same lane.

“Thus, motorcyclists should keep to the left lane and if it is necessary, use the emergency lane,” said Khairil as quoted in a Bernama report. “However, this matter is still under deliberation,” he said.

He added leeway given to motorcyclists to use the emergency lane should be taken as a temporary measure in specific situations, such as congested traffic on the highway. However, riders should not assume the emergency lane is reserved for their exclusive use.

Additionally, Khairil said riders should ensure brakes on their motorcycles are in working order and if possible, ride a motorcycle that is fitted with ABS. “At the same time, riders should follow the posted speed limit and if necessary, be aware of road conditions and slow down,” said Khairil.

“We often hear of accidents involving motorcycle riders colliding with cars stopped in the emergency lane or of cars swerving suddenly into the lane,” he said. “This can be avoided if riders use the emergency lane with caution,” Khairil added.

The issue of motorcycles on highways has surfaced several times, including talks of confining riders to the leftmost lane or banned from using the highway entirely as well as not allowed to use the fast or overtaking lane.

Back in 2016, paultan.org conducted a video survey in response to riders stating their refusal to use the motorcycle lane on the Federal Highway due to the unsafe conditions. As a result, the author was contacted by both the Public Works Department (JKR) as well as the Road Safety Department (JKJR) in order to determine what measures could be taken to improve safety on the motorcycle lane.

      All 2-wheelers should follow motorcycle lane, this including super bikes and Harley; if no motorcycle lane is found, 2-wheelers should Q-up like cars. Don’t abuse emergency lane.

      Plenty motorcyclist mindset of self-entitlement on highways and road, whenever motorcyclist wants to go any directions, all other vehicles on the road must not obstruct otherwise car side mirrors will be kicked off or worst car windshield get smashed by helmet.
      It’s a norm witnessing plenty of motorcyclist zooming through emergency lane over 100 km/h.

        Plenty car tidak apa mindset of self-entitlement on highways and road, whenever cars wants to go which lane, all other vehicles on the road must not obstruct otherwise they will rapid flash their headlights to force everyone to give way or worse they will rush in front and do emergency braking, try to provoke an unnecessary accident to happen.

        It’s a norm witnessing plenty of these cars zooming through emergency lane over 100 km/h to bypass traffic jams even when they know it is only for emergency use.

      I wonder if those commenting here actually see the video or knowingly comment supporting the actions of that Camry driver in trying to cilok jam by using the emergency lane. So now its not the driver’s fault but the riders fault?!?! How the world have changed after May 2018. Might is right and the rich is never wrong. WTH!

    All road users have to be caustious while trying to change lane (of cause not to use the emergency lane), no matter what type of vehicle you are using. Check the speed while traveling, not too fast or too slow, try to be synchronize a bit would be better, understand this is not easy.

    Another way is to remind yourself that you care for your family members and others’ family members before you start the engine of your monster.

    no matter what type of vehicle you are using, Bike, car or even bicycle, Malaysian always facing bad attitude of road user, bad road condition and maintenance, bad road layout design.

    one thing for sure, just be more patient on Malaysia road.

      Yes with many non prominent road traffic signage extra small fonts for super vision road user or must use binoculars to see, either the road traffic signage is damaged crooked by heavy vehicle performed u-turn at junctions or road traffic signage blocked by huge tree trunk or lamp post!

      That is your assumption and conclusion. In fact BOTH are wrong. MIROS didn’t say the camry is right. MIROS said no one should be using the emergency lane. So while both are wrong, dont claim victim as biker when accident happen at emergency lane. Got to blame yourself for the accident.

    In federal highway the motorcycle lane is said to be not feasible to use due to the bad condition. I say we do away with the motorcycle lane as they are not used frequently and have 5 car lanes instead then there will be no debate whether motorcycles are allowed on the main road since it’s already happening anyway.

    lets not blame each other, instead, lets be more aware of the safety of others.

    better to keep a clear head before they pass a law that makes it hard for all of us.

    i believe that motorcyclist are part of the majority of road users in malaysia, so investment for a better and condusive motorcycle lane is a good move. i do think motorcyclist dont want to hug the left lane together with those big and heavy vehicles.
