Today’s tabling of Budget 2026 by prime minister and finance minister, Datuk Seri Anwar Ibrahim has announced that the Malaysian government will amend the Consumer Protection Act 1999 to incorporate elements of lemon law to protect the rights of consumers with regard to automotive purchases.
A feasibility study by the government on a possible lemon law was reported in March 2024, and this would consider several loopholes in the Consumer Protection Act 1999 to be patched up, deputy minister of the domestic trade and cost of living ministry (KPDN) Fuziah Salleh said at the time.
In May this year, KPDN stated it had drafted a cabinet paper proposing amendments to the Consumer Protection Act 1999 to include provisions for a lemon law. This paper followed of a six-month legal study into the need for a lemon law.

Warranties are the first line of defense. When a covered product breaks, the manufacturer or dealer is responsible for fixing it under the terms of the warranty.
Lemon law is the legal backup. If the manufacturer repeatedly fails to fix a serious defect while the product is under warranty, the lemon law provides the consumer with additional legal options beyond just repairs.
A strong lemon law claim relies on warranty evidence. Detailed records of your communication with the manufacturer and all repair attempts made under the warranty period are critical for proving your claim.
Don’t forget Benda brand, no motor oil and coolant inside.
A very bold move
Hell it’s about time
Hope the Lemon Law is a standalone bill (CPA) that guarantees consumers for outright car replacement in the event of irrepairable/major defects.
I hope KPDN will draft the it wisely (Bahagian Penyelidikan & Dasar Kepenggunaan) & Azalina Law Minister brings it to fruition.
Guess we have to see if Lemon law which protected consumer is stronger or weaker than removing petrol subsidy of the citizen. Since things that raise tariff , increase tax , remove subsidy are way more having a faster implementation than the law which supposed to be priority.
Few possibilities:
1) Local dealers will beef up their after sales, ensuring manufacturers to have more stringent QC in place.
2) Brands like VW and Peugeot will pack their bags.
3) Higher car price across all brands as Lemon Law will incur additional cost on after sales, recalls and legal processes.
4) Good business for lawyers..
