    The Setiawangsa–Pantai Expressway (SPE), which was formerly known as DUKE Phase 3, has been launched today by works minister Datuk Seri Alexander Nanta Tinggi. The SPE is a dual-two carriageway spanning 29.8 km that traverses north to south Kuala Lumpur, and is expected to reduce congestion by 30% especially during peak hours for motorists travelling in and out of the city centre.

    The highway connects Taman Melati and Klang Gates from MRR2 (Kuala Lumpur Middle Ring Road 2) to Kerinchi Link near Pantai and Universiti Malaya. It will also benefit those around Gombak, Taman Melati, Genting Klang, Setiawangsa, Wangsa Maju, Ampang, Kampung Pandan, Bandar Malaysia, Kerinchi and Pantai.

    Additionally, the project has two entries in the Malaysia Book of Records, including for the longest double deck carriageway on single pier structure (dual direction) at 2.104 km as well as the longest elevated land bridge at 20.686 km.

    Construction of the SPE began in 2016 and is operated by Ekovest Berhad, which signed a concession agreement with the government for the highway worth RM3.738 billion for a period of 53 years and six months.

    At the launch of the SPE, Alexander Nanta announced that the SPE will be toll-free for 30 days until 11.59pm on December 2, 2023 at the Chan Sow Lin and Ampang toll plazas (from the Ampang-Kuala Lumpur Elevated Highway or AKLEH) and the Setiawangsa toll plaza (northbound and southbound).

    Seputeh MP Teresa Kok has urged the government to speed up the opening of the Setiwangsa-Pantai Expressway (SPE) – previously known as the Duke Phase 3 – as the year-long closure of Jalan Loke Yew from today would cause more congestion in downtown Kuala Lumpur, Malay Mail has reported.

    Closure of the Loke Yew roundabout and Jalan Sungai Besi stretch that heads to Sungai Besi and Petaling Jaya begins today, and will be in effect until October 1, 2024, which will be for widening works, renovation and construction of a bridge at the Loke Yew roundabout.

    “I understand that the SPE was actually completed in May this year, but the government still has not opened the highway until [Saturday],” the Kok said in the report dated September 30. “For residents around Sungai Besi or around the Seputeh Parliament area, SPE is an alternative road that shortens the distance and time to Bukit Bintang and even to Setiawangsa,” the Seputeh MP said in a Facebook post.

    Kok has written a letter to to public works minister Alexander Nanta Linggi to ask for the opening of the SPE to be hastened in order to ease the impending congestion due to the road closures, she said.

    According to the DUKE website on the SPE, the Setiawangsa-Pantai Expressway is a 29.8 km-long dual carriageway that traverses Kuala Lumpur in a north-south direction with seven interchanges and two ramps, serving areas including Wangsa Maju, Setiawangsa, Ampang, the Tun Razak Exchange and the Bandar Malaysia development corridor as well as Kerinchi.

    A Facebook post by Setiawangsa-Pantai Expressway – DUKE 3 added that the SPE uses an open toll system, and has a speed limit of 90 km/h. The seven interchanges are located at Kerinchi, Salak, Pandan, Ampang, Setiawangsa, Genting Klang and Taman Melati.

    According to traffic consultant Perunding Trafik Klasik, the SPE is expected to reduce traffic in various locations by 10% to 27%, The Star reported, and the Setiawangsa area is expected to benefit most from the expressway with a 27% reduction in traffic.

    The Seputeh MP said that she would write to deputy prime minister Datuk Seri Ahmad Zahid Hamidi, who chairs the cabinet committee on traffic congestions, The Star added.

    Take note, Kampung Kerinchi and Bangsar South residents/workers, the slip road from Federal Highway (if you’re coming from KL) to Jalan Kerinchi Kiri has been closed and will remain closed till April 16.

    This was announced by the concessionaire of the Setiawangsa Pantai Expressway (SPE), formerly and more popularly known as the DUKE 3. The closure is for slope improvement works under the new highway.

    As a result, those who regularly use this slip road to bypass the traffic light junction will have to take the full round now, around Gateway Mall and up the slope to reach Bangsar South and Kampung Kerinchi. See the map above. Drive safe.

     
     
  • Setiawangsa-Pantai Expressway a.k.a Duke Phase 3 concession awarded to Ekovest – 35 km, ready in 2020

    There will be a new highway in the Klang Valley. The Edge reports that the concession for the construction and management of the RM3.74 billion Setiawangsa-Pantai Expressway, previously known as DUKE Phase 3, has been awarded to Ekovest Bhd. The firm was also the main turnkey contractor for the Duta-Ulu Kelang Expressway, DUKE.

    Ekovest, in a recent filing with Bursa Malaysia, said its wholly-owned subsidiary, Lebuhraya Duke Fasa 3 Sdn Bhd had signed a concession agreement with the government for the project. The concession is for 53 years and six months.

    The highway has a proposed alignment of around 35 km, joining the north and south parts of KL. Areas served include University Tunku Abdul Rahman, Wangsa Maju, Setiawangsa, Ampang, the Tun Razak Exchange and Bandar Malaysia corridor, and Kerinchi.

    “The Setiawangsa-Pantai Expressway will be the first expressway in Malaysia to be designed for a full electronic tolling system and is envisaged to utilise the multi-lane free flow system upon its opening in 2020,” said Ekovest in the filing.

    “The Ekovest Group is one of the pioneers to have embraced the full electronic tolling system at our existing Duke Phase 1 since September 2015. The transformation from cash-based payments to cashless electronic tolling systems has assisted to relieve congestions at toll plazas during peak hours and promotes efficiency in day-today operations,” it added.

    As part of its obligations under the concession agreement, Ekovest will provide training and career opportunities to young graduates or professionals. It will soon launch a graduate training programme for various fields such as engineering, architecture, quantity surveying and finance.
