The government has released the latest set of standard operating procedures (SOPs) for states under Phase 1 of the national recovery plan (NRP), which comes following an announcement made on Thursday (August 19) by caretaker prime minister Tan Sri Muhyiddin Yassin.
As you are probably aware by now, fully vaccinated individuals will have a little more freedom than before, including being allowed to dine in at public eateries, restaurants/cafes and clubhouse premises. Other measures and conveniences include the resumption of outdoor sports, leisure, recreational and motorsports activities, while night markets and weekend markets will be allowed to operate again.
With regards to movement control rules, which were not detailed in the earlier announcement, there is a notable change from the previous set of SOPs. From today (August 20) onwards, the number of occupants permitted per vehicle is now up to the seating capacity of the vehicle, provided they are all fully vaccinated.
That last bit is important, as those who have yet to complete their vaccination doses must follow the two-to-a-car rule as before. An allowance will still be given for a maximum of three people to travel in one vehicle to seek medical care or emergency medical services, including the person requiring medical attention. It’s also unchanged for taxis and ride-hailing services, with the number of people allowed in a car remaining at two, including the driver, and the passenger must sit in the rear.
Curiously, the new SOPs no longer include the 10 km radius limit for travel, but you will still be unable to cross between districts and states. However, exceptions will be given to those who have obtained permission from the relevant authorities, including if you’re visiting your spouse or children who are in another district or state.
Driving institutes remain on the list of prohibited activities, so it’s anyone’s guess as to when these will be allowed to resume operating. It was reported earlier that the closure of driving schools since June 1 has impacted more than half a million individuals in the country, 80% of which are SPM graduates and youths who need a driving license to enable them to work.

What about the vaccinated parents with children under 18? Are their children allowed to travel with them in car beyond 10km radius?
Despite saying that children aged 17 and below are not encouraged to be in public places and facilities, the latest SOP set also states that fully vaccinated individuals are allowed to bring children aged 17 and below to premises such as barber shops/hair salons, sports shops, electrical/electronic retail outlets etc as well as for dine-in at eateries and also for activities in sports and recreational facilities, all the while observing SOPs strictly.
Given that there is no mention of the 10 km ruling any more in this SOP set, children under 17 should be able to travel with their fully vaccinated parents beyond that radius.
Anthony is right, I have called hotels and shopping malls most allow for children below 17 to accompany fully vaccinated patent to these premises. I have passed thru several road blocks and shown the constable my child below 17 was with me

The latest SOP set mentions a number of times that fully vaccinated individuals are allowed to bring children aged 17 and below to quite a few places. These include retail premises such as barber shops/hair salons, sports shops and electrical/electronic retail outlets, as well as dine-in at eateries. Fully vaccinated parents can also bring kids below 17 along for activities in sports and recreational facilities, all the while observing SOPs strictly. This would imply that they are allowed to be in the same vehicle as their vaccinated parent/s.
The problem with implying is that different enforcement agencies will interpret it differently. It needs to be stated clearly that children below 17 can accompany their fully vaccinated parents in cars. As it is, different police stations have different SOP’s. For example in PJ police station, when you want to apply to cross state or district, you need to bring 2 copies of IC and documents but in Subang police station, you only need one copy.

Bro, no point arguing with them with logic…. I am staying nearby the border between PJ and KL. However they close the traffic light near my place and I am forced to cross the border everyday to u turn back and I have to pass through the police block. And almost everyday I have to explain to them that I have no choice but to cross the border. A trip which usually takes me 5 mins end up being 45 mins.
What is your purpose of crossing the border? Jalan-jalan? If there is no necessity to cross state borders, then you have no good reasons for it so stay at home and pipe down.
