Budget 2011: other motoring and transport related news

Besides the news of the removal of the 50% excise duty of hybrid vehicles in Paul’s earlier story, there were some other items related to motoring and transport in Budget 2011.

Effective January 1 next year, the service tax on all taxable services will go up from 5% to 6%, which of course means that it’ll add to the cost of servicing and repairing your vehicle, among everything else that you can be expected to pay a service tax for.

Better news for frequent users of the four highways run by PLUS Expressways Berhad – as a means of alleviating your burden, the toll won’t be raised for the next five years.

As part of its plan to reduce the intensity of carbon emissions, the Government will also begin the implementation of its B5 programme – the blending of biofuel in diesel – on a mandatory basis in Putrajaya, Kuala Lumpur, Selangor, Negeri Sembilian and Melaka starting from June 2011.

Elsewhere, some good news for the physically disabled who are able to drive – the current exemption of excise duty by 50% on the purchase of a national vehicle is now 100%, with all existing conditions for such a purchase remaining unchanged. The revised exemption, effective from October 18, is also extended to those with hearing and speaking disabilities.

In terms of public transport, work on the Mass Rapid Transit rail system in the Klang Valley is slated to begin in 2011. The project, which is estimated to cost RM40 billion, is aimed at providing an efficient transport system that will reduce travelling time and offer better connectivity in the Klang Valley.

The project will be integrated to other modes of transportation, including buses and taxis (it’ll be interesting to see how this one works – a definite overhaul is needed, for sure), and is expected to be completed by 2020. Upon its completion, the Government expects that the utilisation rate of public transport to increase by at least 40%.

Meanwhile, rural roads get that much needed improvement – Sabah and Sarawak is to get an allocation of RM2.1 billion for the building and upgrading of rural roads, while RM696 million will be set aside for those in the Peninsular.

      Each year budjet we heard they are upgrading the roads around the country and now especially Sabah & Sarawak.. But why until now their roads still need a lot of pick-up to run around?

        yeah.. msia have almost good and excellent car that people ever drive but the problem is with our road.. always tampal here tampal there.. bump in some hole then u got puncture.. thats why we will never have F1 street race if we don have sepang la..

          the gov don’t have any intention by improving federal road in Malaysia because task for a better road is given to the private.. As you can see, many new road is tolled and not free ma also even in 2010 ahead of Wawasan 2020 our federal is still on 70-80s era because it still one lane only go and back to the kampung! haha.. Festival session can be a crucial because many federal road user stuck in the massive jam because the gov dont have any intention for widening or construct the new federal road to rakyat! Its useless our taxpayer give the money to gov for renewing road tax! Where the road tax revenue is going? I want to know right now. Can someone answer my question?

        im not a G worker and surely not involve in any politics party. but can u just put up some point which ever the G do wrong in the agreement??? for me, if it is not about the agreement then we will never have PLUS in the first place. JB to KL will take what 6 to 7 hours in the old days instead if you use PLUS it only take 3 hours or maybe some rich guy can take 2 hours only with their ferrari or BMW. nowadays, there is many mega project they do like that. give land to investor to come and develop (port, highway etc). after 20 to 30 years, the G will take back land which have been develop (after im sure the investors got a lot of profit)

        i still agree there is still cronies that will take the benefit of the project and polItics will always be dirty not in msia but all over the world.. if u compare to other nation, we are not that bad but still i hate politics! nway, demanding some super education and super road and bla.. bla.. bla.. still need money. do u think G have that lot of money? they still depending on FDI and DDI and thats y they have budget every year.. so that spending will not more than what they earn.. if more than it call DEBT. hatoyai!!!

        The cost of loan will be lower since its not private funding, so EPF makes money from toll collection, and that is a cash cow. If you have such perception, maybe we should build tolled roads in Sabah and Sarawak but it will never cover the cost of building them since the population is spread so thin. This comparison between east and west should stop, I’ve been working on both sides for a while.

    Who want to get into construction industry to build MRT if they don’t make profit? Who wants to run MRT business if they don’t make profit too? The much awed Singapore also charge the passenger for their MRT ride.

      yezaaaa! the ministers are only responsible for the master mind and decision makers for any kind of development or project.. but the person behind this is all profesional workers.. financial, economy planning unit, architecture and etc.. these guys and girls is responsible to give advice related to their profession to the ministers whether it is possible or not to do this and that.. they have done feasible study and all kind of study before doing the project. we should tabik spring!

      ur just pay 2.0cc car RM378 or a year…n tax just less than RM15000 a year how ur tax able to cover the bullshit prisoners…mat pit … or bangla ….and feeding 27 millions Malaysian…
      but I got answers 4 that question why…u have think rational first before read on the answers…

      1.there are so many tax avoiding activity in Malaysia today…. to cover that lost .toll is consider as tool to collect tax…from citizen.
      2.to ensure our tax not higher like european country….reach 30-45%….4 personal tax
      dont compare to singapore because their are very efficent on tax collection than Malaysia regime…. so singpore impose very low on tax about 20% n made GST and their are willing to punish the tax avoider by sending the culprit to the jail….Malaysia???

      steps to abolish toll in Malaysia is easy if…our citizen…..can identifeid the person who avoiding tax either direct tax or indirect tax…..like what singapore did on it ….

      that why we have to pay on toll….even every year we pay so many tax ….
      either in state level or federal…

      our tax n g revenue collection actually not meet the standard……………4 population more than 27million……..can u divide the RM160billion /27million citizens=????? how average per person????just??? less than RM7000!!!!! a year!!!! thanks…

          i will make report to IRBM or custom because i got info on tax avoiding activities n getting some rewards from tax department….more job to me now….

          be informer is better it means more money than ….salary earner…..

    Its so funny to see west Malaysians talk about Sabah like they know anything. Haha.. Just to set the record straight for you west Malaysians. Yes the roads on the outskirts of the Towns and Cities need work but the roads in the city, especially KK are fine. We just prefer big cars. Its got nothing to do with the fact that we have to go off road all the time.
