That was quick. Just two weeks after Klang Valley and Melaka moved to Phase 3 of the national recovery plan (NRP), the government has announced that Kuala Lumpur, Selangor and Putrajaya as well as Melaka will transition to Phase 4 of the NRP as of October 18.
It was also announced that Kelantan, Perak, Penang, Sabah and Kedah will move from Phase 2 to Phase 3 of the NRP on the same date. The announcement for this was made by prime minister Datuk Seri Ismail Sabri Yaakob via a statement earlier this evening.
While these states will begin adhering to the standard operating procedures (SOPs) for their respective phases as defined by the national security council (MKN) from Monday, the government also announced further SOP relaxations, and these will come into effect ahead of the phase transitions.
Changes include that for ride-hailing (and taxis), where vehicles under these services are now allowed to carry the maximum number of passengers based on the seating capacity of the vehicle, and the government says this is applicable under all phases of the NRP.
Previously, it was three people to a vehicle, including the driver, in Phase 3 states, and two occupants to a vehicle in Phase 2 states. The new full capacity SOP for ride-hailing and taxis starts from tomorrow, Saturday, October 16.
Also, all R&R facilities on all highways across the country are now allowed to operate 24 hours a day starting from tomorrow, October 16.

Nice news, but has WHO endorsed Malaysian vaccination certificates to be recognize worldwide for easier travel?
WHO vouches for all types of vaccines that was WHO-approved, moreso those supplied under COVAX deal. There is no question about those vaccines you received from the Government is WHO-endorsed & approved.
He/she had mentioned about the endorsement of Malaysian government issued vaccination certificates by WHO. The approval of vaccines is the matter between WHO and the pharmaceutical companies, not the governments which implement the vaccination program within their respective borders.
He/she questioned the veracity of the certs which basically question the integrity of the vaccines given, but the vaccines are unquestionable since these are vetted by WHO and MMA prior being used as part our national vaccination program.
Despite the usage of WHO approved vaccines, wasn’t it reported that the Hong Kong Special Administration does not recognise the Malaysian vaccination certificate? Actually, how many countries worldwide currently recognise the Malaysian vaccination certificate and would admit any fully vaccinated Malaysian into their countries without quarantine?

Due to the higher probability of asymptomatic cases, the numbers may still be higher if compulsory regular testing is implemented for everyone in the country.
In large scale industries, compulsory testings are mandatory. Factories & construction sites, hotels & servicing industries have to do self tests every 2 weeks, so there is no question about asymptomatics suddenly bursting out into mega clusters.
Not everyone works in the factories, construction sites, hotels & servicing industries that you’ve mentioned, and therefore, there’s still a considerable number of those who still do not undergo that scheduled mandatory testing.
The risk of close contact infections are highest in these industries, therefore mandatory testings will greatly reduce such risks. The others have lesser risk so testings are encouraged but not mandated, you should speak to your boss about it instead.
If compulsory testing on everyone in the country is needed to arrive at more accurate figures, wouldn’t ‘everyone’ here mean everybody regardless whether they’re working or not?

When the relaxation on certain SOPs was announced, there are those who assume that they don’t have to follow that basic SOPs like wearing masks, 1 metre apart social distancing, washing/sanitizing hands, taking body temperature, signing in either by MySejahtera app or writing in the log book when entering premises. This mentality is like those who drive/ride against traffic, stop in yellow boxes, double park, jump the red lights, go the wrong way down a 1 way street, ignore no entry signs, overtake across the double line, etc. It seems bolehlanders had not learnt the lessons from the life or death experience with Covid-19.
The Gahmen has done everything humanly possible short of depriving human liberties to all people, the rest is now up to us and there is no one else to blame except us for any failures.

There are some orphans who had spent most their childhood & adolescent years mostly in orphanages without long term foster parents, and still managed to do well academically & socially. There are still certain restrictions in Phase 3. The further relaxation in Phase 4 involves:
1) Fully vaccinated travelers inbound only needed 7 days quarantine
2) Meetings, Incentives, Conventions and Exhibitions (MICE) can be done F2F now
3) Cyber centres and cybercafe services can reopen to 100% capacity
4) Rest and recreational (R&R) areas along all highways nationwide will be allowed to operate 24/7
5) E-hailing vehicles are allowed to pick up passengers based on vehicle seat capacity
6) Airports & ports now allowed to operate 24/7
7) Civil services & offices back to 100% capacity
8) Businesses that involves gathering of people are now allowed with SOP compliance.
9) Spas, massages, health clubs, Kbars, redlights(ehem!) can now reopen
10) Sports venues are allowed 100% capacity
11) And you’re right, wayangs are now allowed to reopen again.
So you see there are a lot of differences between Phase 3 and 4 which need to be stated clearly otherwise you’d find buffoon rakyat complaining about not knowing.

Last year was a full release, but this year SOP gradually lifted up restrictions as we moved thru phases of the Recovery. This year rakyat are better aware what is allowed and what is not, and what can reopen back as the phases get lifted. Controlled reopening has ensured the economy continues to recover and all these while infections are going down. That showed vast strategic progress from last year where it was chaos and infections zoomed upwards.

The actual biggest deciding factor this year is the availability of vaccines, which weren’t available last year. However, vaccines are only to program the immunity system against the virus, but they can’t stop asymptomatic infections & they can’t kill the virus. They do help the government’s objective in preventing the nation’s medical resources from being overloaded by cases with serious/severe symptoms. We still need to be on guard because the long term effectiveness of the vaccines are still largely unknown, which is why booster shots are being looked into, and there are concerns that the virus may mutate into a more aggressive variant which may reduce the efficacy of the current vaccines.
