Companies cannot instruct their employees to refuel company-owned vehicles with the Budi Madani RON 95 (Budi95) targeted subsidy assistance, communications minister Datuk Fahmi Fadzil has said, reported Bernama.
In the event that such an instruction is given, employees can lodge a report with the ministry of domestic trade and cost of living (KPDN) or inform the relevant authorities for further action, he said.
“That is wrong. So if any employee is instructed by the company to fill the company’s vehicle, a company-owned vehicle for that purpose, they can file a report with KPDN or inform the relevant authorities to take action,” Fahmi said.
The communications minister made the remarks when commenting on a viral video which allegedly depicted a courier company employee filling petrol for their employer’s vehicle using the Budi95 targeted subsidy assistance, according to the report.
“I have reviewed a viral video involving a courier company recently, and I have asked the Malaysian Communications and Multimedia Commission (MCMC) to contact the chief executive officer of that courier company because courier companies receive their licence from MCMC,” Fahmi said.
“The CEO of the courier company admitted that they have a fleet card, and the employee has since taken down the content, and the courier company informed MCMC that the employee has apologised,” the communications minister continued.
Fahmi had subsequently announced that he has been in contact with the ministry of finance and the Association of Malaysian Express Carriers (AMEC) to review a suitable aid mechanism for express delivery company staff, in particular for those in the gig economy sector.
“We know there are two categories [of delivery workers]; those who work permanently with the company, for whom the delivery company will provide a fleet card, but if they are gig workers, in that aspect the ministry of finance is currently reviewing the possibility of them being included as part of the gig workers who receive the Budi95 quota,” Fahmi said.
With the latest fuel price update issued yesterday, the ministry of finance has reiterated that the non-subsidised price of RON95 petrol will continue at RM2.60 per litre for the month of October 2025, and Malaysians with a valid driving licence eligible for the Budi Madani RON 95 (Budi95) programme will be able to buy RON95 petrol at RM1.99 per litre, at a monthly quota of 300 litres.

why do you bribe in the first place? it takes two to tango you know. Don’t simply generalise to all civil servants.
because if dont bribe will get arrested, cannot renovate house, cannot get married, cannot open business, a thousand reason why bribes are given . the real culprit is the civil servant who weilds absolute power over the citizens . and it isnt generalizing when civil servants have been caught numerous times stealing electricity, smuggling across border, counter setting in KLIA etcetc.
there are bad ppl in all situations, civil servant, public, poor people, rich people, datuk, ustaz, priest etc.. but you cannot generalise everything. Most people are good abiding citizens and it takes more than 1 person for a bribe to take place. both are equally guilty but in my opinion.. the person who is giving bribe has more to gain.. not get arrested after doing bad things, illegally renovating house, illegal businesses and the list goes on.
the point here is that people in positions of power wield outsized power and near absolute auhtority, so if they abuse that power then they must bear the full brunt of punishment, giving three example

– immigration staff counter setting syndicate at klia
– military officers sumggling at border.

this statement is important. employer cannot force employee to use their budi95 quota for company benefits. it is up to employee to decide how to use his allocation of budi95.

buid95 purpose is to benefit individual not companies. one of the target subsidy initiative is to benefit rakyat only/ old system at 2.05 benefits everyone and every companies here. but now companies should bear the real cost of fuel. eventhough government do give 2.05 rates to some companies.
so if the employee willing volunteer to donate their personal quota to “help” company and boss, is that legal or not.
if employee willingly donate, no issue. nobody is at disadvantage in this case. so no big deal la… govt not able to enforce but it allows employee who is unwilling to have a means to rebutt the employer.

why would they refuse to use own personal quota? they have nothing to lose right.
People who selfishly think like this. If your company makes less, the company will likely give you less bonus or no bonus at the end of the year. You think you are you, and the company is none of your business?
if you are an employer, you need to think twice. what if the employee secretly complaint claims, forced to use budi95 for company vehicle. and they can give evidence this actually occur. how will the employer prove it is on employee willingness to donate ?
then its the word of employee against the word of employer. both are mere hearsay
how about employees using their own car where they pay and claim? Can pump petrol without subsidy and claim unsubsidized price later on?
